Title II of the OBBBA provided the Department of War (DoW) with $152.3 billion, approximately $8.3 billion above DoW’s Request of $144.0 billion in mandatory funding. These funds are enacted across twelve sections (20001-20012) and 260 individual subsections. While the mandatory funds are available for obligation until September 30, 2029, and in some cases the detailed allocation plans provided below reference contract awards dates in future years, the DoW is working to accelerate execution into FY 2026 if that can be done without sacrificing effectiveness. Funding will improve living and working conditions for Service members and their families by addressing deferred maintenance in unaccompanied housing and operational facilities and sustaining essential base operations. Additionally, funds support expanded PCS benefits, making PCS transitions less burdensome for Service members and their families. This investment in quality-of-life initiatives aligns with the Department’s goals of restoring the warrior ethos and rebuilding the military, ensuring that our Service members have the support and resources they need to thrive in their careers and personal lives. Restoration and modernization costs under the Marine Corps Barracks 2030 initiative, $230,480,000: Funds will provide the most consequential infrastructure investment for the U.S. Marine Corps (USMC), aiming at providing safe, modern living conditions for unaccompanied Marines. Furthermore, this reflects the commitment to build readiness through Facilities Sustainment, Restoration, and Modernization (FSRM) of existing facilities to enhance the overall quality of life. This commitment includes adequately maintaining infrastructure to prevent degradation, which will have a direct impact on mission training to generate readiness for global employment in support of critical operations. This will also address the Government Accountability Office findings and concerns in their 2023 barracks audit report. The USMC intends to modernize Unaccompanied Housing at the following key locations: Camp Pendleton, California; Cherry Point and New River, North Carolina; Camp Lejeune, North Carolina; Parris Island, South Carolina; and Quantico, Virginia, as well as other locations. 2. USMC base operating support costs, $119,000,000: As part of the Marine Corps Barracks 2030 Initiative, these funds resource the Service support of safe unaccompanied housing with the proper facility management oversight, along with the inventory level for supplies and equipment, to sustain health standards, and the repair or replacement of furnishings/appliances. This work will be done primarily at Cherry Point and Camp Lejeune, North Carolina; Camp Pendleton, California; and several other locations. 3. Army, Navy, Air Force, and Space Force sustainment, restoration, and modernizations of military unaccompanied housing, $1,000,000,000: Funds will be used for Army, Navy, Air Force, and Space Force FSRM for military unaccompanied housing, with the goal of providing safe, modern living conditions for unaccompanied military. Funding will focus on rebuilding the military, maintaining the warrior ethos, improving military members’ quality of life, and ensuring compliance with the Department’s configuration standards. The Services plan to use this funding to modernize unaccompanied housing primarily at the following locations: Army: Fort Hood, Texas; Fort Campbell, Kentucky; Fort Irwin, California; Fort Sill, Oklahoma; Fort Gordon and Fort Benning, Georgia; Fort Devens, Massachusetts; Hawaii; Germany, and Japan. Navy: Hampton Roads, Virginia and San Diego, California fleet concentration areas. Air Force and Space Force: the American Southwest, California, Florida, and Turkey. The investments align to the following Component Operation and Maintenance (O&M) accounts: • $385.0 million for O&M, Army • $50.0 million for O&M, Army Reserve • $85.0 million for O&M, Army National Guard • $375.0 million for O&M, Navy • $85.0 million for O&M, Air Force • $20.0 million for O&M, Space Force 4. Defense Health Program, $2,000,000,000: Funds support investment in readiness-generating health care at military medical treatment facilities (MTF), from personnel to infrastructure, pharmaceuticals, and information technology. The funds will help close some chronic staffing shortages at the MTFs that generate medical forces and provide core combat casualty reception. This will increase access to care for Service members, military families, and retirees, while also simultaneously creating opportunities to reattract readiness-generating clinical workload from the private sector. The funds will also address pharmaceutical and medical supply shortfalls, reducing the shortages and ensuring a more reliable supply of medical resources. In addition, these funds will be used to restore and modernize aging MTFs that are reaching or have passed recapitalization and address a portion of the significant backlog of facilities deferred maintenance projects. Furthermore, the funds will address critical deficiencies in health information technology, like business system integration and antiquated end-user devices. $313.0 million will also be used to purchase the Defense Health Headquarters building located at 7700 Arlington Blvd, Falls Church, Virginia, 22042, in accordance with the terms of the lease, which expire on December 4, 2026. 5. Supplement the basic allowance for housing payable to members of the Armed Forces, notwithstanding section 403 of title 37, United States Code, $2,900,000,000: The Department will use $2.6 billion to provide a one-time Basic Allowance for Housing (BAH) supplement. This payment reinforces the Department’s commitment to quality of life, readiness, and family stability. The remaining $258 million will be used to address future requirements associated with enhancing the BAH rate calculation, as recommended by the recently completed 14th Quadrennial Review of Military Compensation. 6. Bonuses, special pays, and incentive pays for members of the Armed Forces pursuant to titles 10 and 37, United States Code, $50,000,000: The USMC requires immediate funding to retain highly skilled enlisted personnel in critical skills such as cybersecurity, intelligence, and special operations. These individuals are essential to operational success, and their retention is crucial for mission effectiveness and overall readiness. The requested funding will be used to process 2,899 pending Selective Reenlistment Bonus (SRB) packages, ensuring that critical talent is retained in key skill areas. 7. Defense Activity for Non-Traditional Education Support's Online Academic Skills Course program for members of the Armed Forces, $10,000,000: This funding will enable the Department to award approximately 120 additional Science, Mathematics, and Research for Transformation (SMART) scholarships. The SMART Scholarship for Service program enables the Department to attract, develop, and recruit Science, Technology, Engineering, and Mathematics (STEM) technical talent critical to the national security mission. Per 10 U.S. Code 4093, the SMART program awards highly competitive scholarships to undergraduate and graduate students in STEM disciplines and hires the students into the civilian workforce at the Departments of the Army, Navy, and Air Force, as well as Defense Agency research laboratories, engineering centers, and other technical facilities. 8. Tuition assistance for members of the Armed Forces pursuant to title 10, United States Code, $100,000,000: The funds will provide Service member voluntary off-duty education programs designed to support professional and personal developmental goals. These programs will enable Service members to pursue classes from accredited two-year or four-year institutions, while also allowing them to incur service obligations if necessary. Tuition assistance funds will be applied across the Services as follows: • $30.0 million for O&M, Army • $25.0 million for O&M, Navy • $15.0 million for O&M, Marine Corps • $30.0 million for O&M, Air Force 9. Childcare fee assistance for members of the Armed Forces under part II of chapter 88 of title 10, United States Code, $100,000,000: The funds will provide critical childcare fee assistance to support military parents in alignment with 10 U.S.C. § 1791, 1796, and 1798. This funding will supplement existing fee assistance programs at the Office of the Secretary of War (OSW) and Service levels, aligning with recommendations from the 2024 House Armed Services Committee (HASC) Quality of Life Panel. Childcare fee assistance funds will be applied across the Services as follows: • $30.0 million to O&M, Army • $25.0 million to O&M, Navy • $15.0 million to O&M, Marine Corps • $30.0 million to O&M, Air Force 10. Increase the Temporary Lodging Expense Allowance under Title 37 USC Chapter 8, to 21 days, $590,000,000: The funds support increased Temporary Lodging Expenses from 14 to 21 days, providing military personnel with increased support when executing Permanent Change of Station (PCS) orders. This enhancement will allow Service members to better manage the financial burdens associated with temporary lodging expenses, ensuring a smoother transition to their new duty assignments. 11. Department of Defense payments to local educational agencies under section 2008 of title 10, United States Code, $100,000,000: The funds supplement DoW Impact Aid payments to local educational agencies and provide additional financial support to public school districts that serve large numbers of military-connected students. This funding helps offset the costs of educating children whose families live or work on federal property, which limits the districts’ ability to collect local taxes. Supplemental payments are especially important for districts experiencing high concentration of military students or rapid enrollment changes due to military assignments. 12. Military spouse professional licensure under section 1784 of title 10, United States Code, $10,000,000: The funds support continued development of the existing Interstate Compacts that facilitate professional licensure for military spouses as authorized in 10 U.S.C. §1784. This includes spouse education, best practices, and integration into OSW Spouse Employment initiatives. 14. Defense Community Infrastructure Program, $100,000,000: The funds will be used for Defense Community Infrastructure Program (DCIP) grants administered by the Office of Local Defense Community Cooperation (OLDCC) based on the requirements set forth in a Notice of Funding Opportunity. The DCIP is a competitive grant program designed to address deficiencies in community infrastructure supportive of a military installation's readiness and lethality. The program and ranking of proposals within a fiscal year, are approved by the Assistant Secretary of War for Energy, Installations, and Environment and administered by the OLDCC. 15. DARPA casualty care research, $100,000,000: The funds will support the Defense Advanced Research Projects Agency’s (DARPA) Live Chain program, which aims to develop technologies capable of assessing and overcoming challenges related to the series of events starting from pre-casualty prophylaxis, through immediate trauma care and field stabilization, to extended field care, and eventually to casualty evacuation over extended ranges under potential adversary threat. 16. Modernization of Department of Defense childcare center staffing, $62,000,000: The funds will continue to support the Child Care Workforce Modernization Initiative, accelerating the implementation of the Lead Educator and Special Needs Inclusion Coordinator programs, while hiring personnel necessary to support the programs.
