At the center of this paradox is Russia’s attempt to portray its missile defenses as purely protective and necessary for safeguarding its second-strike capability. Russian officials claim that the country’s vast geography, history of vulnerability to aerial attack, and proximity to NATO necessitate a robust national missile defense network. However, these justifications mask a deeper motivation that Russia likely desires to preserve its ability to coerce Western powers through the threat of limited nuclear escalation. By opposing Western missile defense, Moscow may seek to maintain the credibility of its own coercive signaling tools. Russian leaders argue that U.S. and NATO missile defenses undermine strategic stability by potentially neutralizing a retaliatory strike. Yet, in practice, Russia fears these systems would weaken the effectiveness of its limited nuclear options in a crisis, as tools designed not for retaliation, but for political leverage and escalation control. Thus, Russia’s criticism of missile defense is not only rooted in concerns about survivability but also reflects its need to retain freedom of action across the escalation ladder. This contradiction lies at the heart of Russian missile defense policy and its broader strategic narrative. Introduction Russia’s approach to missile defense reveals a complex intersection of military necessity, strategic signaling, and geopolitical positioning. While Russian officials frequently denounce U.S. missile defense systems as destabilizing, they continue to expand and modernize their own capabilities, including advanced systems like the S-400, S-500, and the A-235 Nudol. Moscow claims these defenses are vital for protecting its second-strike capability and guarding against emerging threats, yet this justification serves broader purposes. Russia’s missile defense investments reinforce its image as a technologically advanced power, support regional influence through exports, and provide leverage in diplomatic negotiations. This report explores how Russia frames its missile defense doctrine as stabilizing and defensive while portraying Western efforts as aggressive and provocative. Through doctrinal analysis, leadership statements, and system development trends, the report sheds light on the strategic contradictions at the heart of Russian missile defense policy, which carry significant implications for future arms control efforts and international security dynamics. Russian Defense Strategy Missile defense plays a significant role in Russia’s overall strategy, encompassing military doctrine, force posture, geopolitical signaling, and even domestic politics. Their modern military doctrine integrates air and missile defense into a unified concept often referred to as “air-space defense.”1 In 2011, former Russian President Dmitry Medvedev ordered the creation of the Aerospace Forces by merging the Air Force with space and air defense forces, reinforcing the importance of controlling air and near-space.2 Their mission is to detect and neutralize threats at all flight stages, from low-flying cruise missiles to high-speed ballistic missiles. Russian planners view this control as essential to national security, on par with maintaining their nuclear forces. To achieve this, missile defense systems like the S-400, S-500, and A-235 form a layered aerospace shield designed to make Russian airspace as impenetrable as possible. By denying adversaries the ability to launch a sudden, massive airstrike, this system ensures Russia retains its ability to respond. This feeds directly into Russian nuclear strategy that a credible aerospace defense complicates any adversary’s first-strike plans and thereby buttresses Russia’s strategic deterrent. In practical terms, Russia’s territorial defense is organized such that strategic sites, like the capital region, nuclear silos, and major command centers, are guarded by the longest-range, most capable defenses, while regional military districts have their own surface-to-air missile (SAM) batteries to protect forces and infrastructure. By pursuing advanced missile defense, Russia is strengthening the defensive leg of its military strategy to complement its offensive forces, reflecting a traditional Soviet/Russian emphasis that true strategic stability requires a strong shield and sword. However, within its own sphere, it leverages missile defense, electronic warfare, and anti-access/area-denial (A2/AD) tactics to offset Western technological advantages. The deployment of S-400 and S-500 systems creates protective bubbles over key regions in efforts to complicate NATO operations. For example, placing S-400s in Kaliningrad and Crimea extends Russia’s air defense umbrella over parts of Eastern Europe and the Black Sea, forcing NATO to factor these defenses into its planning.3 By establishing these defensive zones, Russia strengthens its strategic posture and raises the operational costs for NATO forces near its borders. Missile defense plays a key role in this broader strategy of forward defense and influence, not only by intercepting incoming missiles or aircraft at long ranges but also by reinforcing Moscow’s regional dominance. Additionally, Russia’s advancements in missile defense intersect with anti-satellite and anti-hypersonic capabilities, supporting its efforts to counter U.S. superiority in emerging domains.4 Ultimately, a credible missile defense system serves both as a deterrent against conventional strikes and as a shield behind which Russia can assert itself with greater confidence. Strategic Deterrence and Arms Race Stability Paradoxically, missile defense sits at the heart of Russia’s view of strategic stability as something that must be kept limited even as Russia develops its own. Russia adheres to the classic offense-defense theory, which argues that if one side gains an overwhelming defensive advantage, it might be tempted to launch a first strike with the belief that it can intercept any retaliation, ultimately undermining deterrence. This logic explains Russia’s strong opposition to U.S. nationwide missile defense. At the same time, Russia’s development of its own missile defenses is intended to strengthen stability from its viewpoint by ensuring it can thwart a portion of any attack and retaliate. The nuance in Russia’s broader strategy is that it calls for constraints on strategic defenses via diplomacy but also hedges by improving its own defenses and offensive penetration aids. The interplay is evident in arms control contexts as the New START treaty’s preamble acknowledges the interrelationship between offensive arms and defensive systems. Any future agreements will likely have to address missile defense in some fashion due to Russia’s instance on the matter. Thus, missile defense is both a military tool and a diplomatic bargaining factor in Russia’s strategy. By advancing systems like the S-500 and the A-235, Russia signals it is not lagging in defense technology, and by negotiating over missile defense limitations, it seeks to cap the U.S. advantage. This two-pronged approach aims to prevent an arms race spiral, or at least ensure Russia is not on the losing side of one. Geopolitical Signaling and Alliances Russia’s missile defense developments serve not only military purposes but also carry significant geopolitical weight. Showcasing high-tech systems signals strength to both adversaries and allies. For Western rivals, it acts as a warning that Russia can defend itself and that any missile attack would face strong resistance. For allies and partners, it demonstrates Russia’s ability to provide advanced defensive hardware, reinforcing its role as a key security provider. The export of S-400 systems to countries like Türkiye, and the potential future sale of S-500s, functions as a geopolitical tool, capable of disrupting alliances and deepening Russia’s defense partnerships. This was evident in the tensions between the United States and Türkiye over Ankara’s S-400 purchase, which strained NATO cohesion. Russia bolsters its status as a global power center by positioning itself as a leader in air defense technology. Additionally, Russian officials often frame their missile defense and offensive advancements as defensive responses to U.S. actions, in attempts to shape international perceptions in Moscow’s favor. After Russia tested an anti-satellite interceptor in 2021, the Defense Ministry argued that, unlike the United States, Russia was not militarizing space but merely responding to American provocations.5 This messaging is part of a broader strategy to avoid diplomatic isolation and present Russian military actions as reluctant but necessary measures forced by external threats. The Kremlin often portrays Russia as a “besieged fortress” surrounded by hostile forces, which helps rally public support for military investments and tough foreign policy.6 Opposition to U.S. missile defense is a prime example used in state rhetoric. President Putin and others have repeatedly cited the encroachment of NATO ballistic missile defense (BMD) as proof that the West threatens Russia, and that the government must respond decisively.7 Emphasizing advancements like the S-500 or new missiles that can evade defense systems allows the leadership to project an image of strength and technological prowess to the populace. Notably, in times of domestic difficulty and economic downturns, the Kremlin has amplified the missile defense debate to shore up support. In 2015, analysts observed that resurrecting the controversy over NATO’s missile shield helped distract from Russia’s economic woes by focusing the public on an external danger and the need to defend the Motherland.8 Thus, missile defense serves a propaganda role by justifying budgetary expenditures and military modernization and reinforcing the narrative of Russia standing up to Western aggression. This domestic aspect, while ancillary to the military utility of missile defense, is nonetheless an important part of why the issue remains front-and-center in Russian strategic communications. Key Technological Advancements Russia has prioritized the development of increasingly sophisticated missile defense systems to shield its critical infrastructure, deter strategic threats, and bolster its great power status. The following systems illustrate this evolution, showing how Russian technology has expanded to include both advanced anti-missile defenses and anti-satellite capabilities. S-400 Triumf The S-400 Triumf, known as SA-21 Growler by NATO, is a long-range mobile SAM system that entered service in 2007. It represents the fourth generation of Russian SAM defenses, succeeding older S-300 variants. The S-400 is capable of engaging a wide spectrum of targets, from aircraft and unmanned aerial vehicles to cruise missiles, and even has a limited capability to intercept ballistic missiles in their terminal phase.9 The primary interceptor type, the 48N6 series, carries high-explosive fragmentation warheads for aircraft and cruise missile targets. Notably, Russia has been developing a new hit-to-kill interceptor, the 77N6 series, for the S-400 and S-300 systems, aiming to improve its capability against ballistic missiles by colliding with incoming warheads directly, similar to U.S. Patriot PAC-3 technology.10 The S-400’s effective engagement range is listed between 250-400 km for aerodynamic targets, and it became a core component of Russia’s air defense network, with units deployed around Moscow and other strategic regions. Moscow has also aggressively exported the S-400 to partners like China, India, and Türkiye, both for economic benefit and to extend its influence, although its primary role for Russia is to provide a robust air and missile defense umbrella over critical assets.11 S-500 Prometheus The S-500 Prometheus is Russia’s latest and most advanced mobile air and missile defense system, intended to supplement the S-400 and older A-135 missile shield. Development began around 2010, and after delays, the first S-500 unit entered service in 2021 with Russia’s Aerospace Forces. The S-500 is designed to intercept more challenging targets that older systems might struggle against. In particular, it can engage intermediate-range ballistic missiles (IRBMs) and, reportedly, some intercontinental-range warheads during mid-course or terminal phases, as well as hypersonic cruise missiles and even low Earth orbit satellites.12 This marks a technological leap that effectively blurs the line between air defense and strategic missile defense. The system uses new 77N6-N and 77N6-N1 interceptors with kinetic hit-to-kill warheads for high-speed ballistic targets, giving it far greater effectiveness against missile warheads than the fragmentation warheads of the S-300/400 series.13 The S-500 allows for wide-area coverage with an anticipated range of roughly 500-600 km. In testing, an S-500 reportedly struck a target at 481 km, thereby demonstrating the world’s longest SAM interception at that time. Russian officials claim the S-500 can “intercept all types of modern hypersonic weapons” and engage satellites, though full operational capability is still being developed.14 The first S-500 unit was deployed to protect the Moscow region in 2021, underlining its role in guarding Russia’s capital and command-and-control centers. Accessed May 9, 2025. Moscow Missile Shield Russia has long maintained a dedicated missile defense shield for the Moscow region. During the Cold War, it deployed the A-135 system, which included short-range Gazelle and long-range Gorgon nuclear-tipped interceptors.16 In recent years, Russia has been developing the successor capability, the A-235 anti-ballistic missile (ABM) system, to modernize and expand this defensive umbrella. The A-235 is a multi-layered missile defense system designed to defeat a nuclear attack on Moscow and other regions in European Russia and is under development by Almaz-Antey, the same defense firm behind S-400/500.17 The A-235 system features several key advancements, including non-nuclear kinetic interceptors that minimize fallout and collateral damage, as well as road-mobile transporter-launchers for enhanced deployment flexibility.18 While there is some conflicting information among open-source data and nomenclature, the A-235 architecture reportedly has three layers that include the upgraded PRS-1M short-range interceptors, the 58R6 for the medium-range layer, and the PL-19 Nudol for long-range exo-atmospheric interceptor to engage warheads or satellites in space.19 In November 2021, Russia flight-tested the PL-19 and successfully demonstrated its exo-atmospheric kill capability by destroying a defunct satellite at roughly 500 km in altitude.20 By making the system mobile and using hit-to-kill technology, with some interceptors still having the possibility of using nuclear warheads for maximum effect, Russia aims to protect its leadership and infrastructure from a limited ballistic missile strike. Moscow has indicated the A-235 system will form an integral part of its strategic defense and “protect Moscow and important industrial regions from nuclear strikes.”21 The A-235, together with S-500 units, will form a layered missile defense for Russia’s capital as it is the only city Russia protects with dedicated ABM systems, highlighting Moscow’s priority on shielding command-and-control and deterring any decapitating strike. Additionally, Russia continues to field and upgrade other elements of its air and missile defense network, for example, the medium-range S-350 Vityaz for air defense, S-300VM/VMK for theater ballistic missile defense, and the older S-300P/PS series in some regions.22 However, the S-400, S-500, and A-235 represent the cutting edge of Russian missile defense and are the focus of its future strategy. Much of the relevant data on missile defense programs, deployment timelines, and operational capabilities is not readily available, forcing analysts to rely on incomplete evidence from government communiqués, academic studies, and state-run media. These sources are often shaped by political motives and reflexive control strategies intended to influence foreign decision-makers and domestic opinion. Public statements may exaggerate capabilities, obscure vulnerabilities, or present misleading rationales to serve Russia’s strategic narrative. Despite these challenges, official Russian rhetoric still offers critical insight into how Moscow publicly frames missile defense in relation to strategic stability, deterrence, and foreign policy. The following key statements and doctrinal excerpts help illuminate Russia’s declared positions, strategic messaging, and perceived red lines in the evolving security environment. Russian Ministry of Foreign Affairs In a speech at the Russia-U.S. Dialogue on Nuclear Issues on December 7, 2020, Deputy Foreign Minister Sergey Ryabkov highlighted Russia's position on the interconnection between strategic offensive and defensive weapons. He stated, "We are witnessing the worsening of old and emergence of new threats to international and regional security as well as multiplication of military and political factors undermining international peace." Ryabkov emphasized that Russia "stands for a substantial, constructive and result-oriented dialogue on such matters, which would enable us to reduce problems and tensions in the area of strategic stability, providing predictability and restraint based on the principle of equal and indivisible security for all." He further noted that "arms control consists of deals, so it would be totally unrealistic to expect one side to give away its interests for nothing."23 These remarks underscore Russia's consistent stance that future arms control agreements must address U.S. missile defense systems, a position maintained by Moscow since the Anti-Ballistic Missile (ABM) Treaty era. President Dmitry Medvedev After U.S.-Russia negotiations on European missile defense stalled in 2011, then-President Dmitry Medvedev delivered a strong warning in a nationally televised address. He stated, “I have instructed the Armed Forces to draw up measures to disable missile defense data and guidance systems if necessary.” Medvedev further warned that if the United States continued with its NATO missile shield in Europe without legal assurances to Russia, “the Russian Federation will deploy modern offensive weapon systems in the west and south of the country, ensuring our ability to take out any part of the U.S. missile defense system in Europe.”24 He also highlighted that Russia would deploy Iskander missile systems to the Kaliningrad region as a direct countermeasure. These stark remarks reflected deep Russian concerns about the perceived threat of U.S. missile defense systems and signaled a willingness to respond with both diplomatic and military actions. 2014 Military Doctrine of Russia Russia’s updated military doctrine, signed by President Putin in December 2014, listed the “establishment and deployment of strategic missile defense systems undermining global stability and violating the established balance of forces” as one of the primary external military dangers to the Russian Federation, and explicitly stated that Russia will oppose the efforts of others “to achieve military superiority through the deployment of strategic missile defense systems, the placement of weapons in outer space or the deployment of strategic non-nuclear high-precision weapon systems.”25 This doctrinal stance made it official that Russia sees foreign missile defenses as part of a broader attempt to undermine Russia’s security, and that it is state policy to resist that through all available means.26 President Vladimir Putin In his address to the Federal Assembly in March 2018, Putin unveiled new strategic weapons, such as the Sarmat, Avangard, Kinzhal, and Poseidon, and pointed directly to U.S. missile defenses as the impetus.27 He noted that after the United States withdrew from the ABM Treaty, it continued to build up missile defenses, “despite our numerous protests and pleas. If we do not do something, eventually this will result in the complete devaluation of Russia’s nuclear potential.”28 Therefore, “Russia has developed, and works continuously to perfect, highly effective but modestly priced systems to overcome missile defense,” which are being deployed on its new missiles. In a blunt remark accompanying the presentation of these weapons, Putin addressed Western leaders, “nobody really wanted to talk to us about the core of the problem, and nobody wanted to listen to us. So, listen now.”29 This speech encapsulated Russia’s narrative that its military modernization, both offensive and defensive, is a direct response to U.S. missile defense programs, and it was a rare instance of the Russian leadership publicly showcasing weapons designed to defeat American defenses. Foreign Minister Sergey Lavrov Lavrov and other top diplomats have repeatedly criticized U.S. missile defense in international forums. For instance, Lavrov has called U.S./NATO Ballistic Missile Defense a “destabilizing factor” and argued it undermines strategic stability by upsetting the nuclear balance.30 In arms control negotiations and UN discussions, Russian representatives echo that the “unrestricted development of a destabilizing U.S. global missile defense system” is hampering progress on nuclear disarmament and strategic stability.31 While specific quotes vary, the consistent policy perspective from Russia’s Foreign Ministry is that missile defense cannot be divorced from offensive arms and that the unchecked expansion of missile shields is unacceptable to Russia’s security interests. Similarly, officials like Deputy Prime Minister, and former NATO envoy, Dmitry Rogozin quipped in 2017 that Russia could “rip their air defenses apart; at the moment their defense shield poses no serious military threat to us, except for provocations.”33 These bravado-laden comments serve to downplay the effectiveness of U.S. missile defense in public discourse, aligning with Russia’s stance that the U.S. shield is both provocative and ultimately futile. Collectively, these statements and policies reveal the Russian position that missile defense is a critical strategic issue where Moscow states that it is forced to respond to U.S. actions to preserve deterrence. From presidential addresses to military doctrines, the public message is that while Russia would prefer limitations on missile defenses, it will develop whatever capabilities are needed, be it new missiles or its own defenses, to ensure its security is not compromised. Russian leaders attempt to frame their missile defense efforts as legitimate defense of the homeland and balance of power, while simultaneously framing U.S. missile defense as a destabilizing attempt to tip that balance. This perspective has been a driving factor in Russia’s defense policy and in the confrontational stance in East-West security relations. Analyzing Russian Justifications While approaching Russian public statements with appropriate skepticism, it is critical to note that Russia likely objects to Western missile defense not solely because it threatens the credibility of its secure second-strike capability, but because it undermines Moscow’s ability to coerce through the threat of limited nuclear or strategic strikes. Moscow relies on the fear that even a small clash could spiral into a major war. Their goal is to cause uncertainty that deters adversaries from engaging in lower-level conflicts. Russia amplifies this effect by issuing veiled threats and showcasing its readiness to escalate, knowing that ambiguity raises the stakes. Missile defense challenges this strategy by introducing doubt about the success of limited strikes, weakening Russia’s leverage. If the West can intercept Russian missiles, even in small numbers, it limits Moscow’s options for controlled escalation. The presence of missile defense thus threatens Russia’s ability to manage regional crises through coercive pressure. Russia provides several strategic justifications for investing in advanced missile defense systems, often rooted in its threat perceptions and military doctrine. It emphasizes the need to guard against a potential massed “aerospace attack” by a technologically advanced adversary, like the United States and NATO.34 From the early Cold War to today, Russia has feared a scenario in which U.S. air power and missile capabilities could strike Russian territory with impunity. This stems in part from historical experience as the devastation of German aerial bombings in WWII and NATO’s use of airpower in conflicts like Yugoslavia reinforced the importance of robust air defenses.35 Thus, Russia justifies its modern missile defense as essential to counter a U.S.-led aerospace strike campaign that could involve a full spectrum of threats from aircraft to strategic missiles. In Russian thinking, defending key assets like nuclear command and control nodes and Moscow against a limited nuclear strike can preserve the ability to retaliate, thereby strengthening deterrence. The A-135/A-235 Moscow shield is explicitly designed to protect political and military leadership from a decapitation strike.36 Even though Russia cannot shield its entire territory from nuclear attack, the existence of some defense around Moscow adds uncertainty for an attacker and strives to serve as a final layer of strategic insurance. Russian officials have argued that their development of strategic missile defense is a direct response to U.S. missile capabilities and is kept limited enough to not upset the overall offensive balance. Notably, Moscow’s official stance is that offensive and defensive strategic systems are inseparably linked and is a principle dating back to the ABM Treaty era that Russia continues to invoke to this day. By this logic, Russia’s own missile defenses are a necessary countermeasure as long as the U.S. pursues advanced offensive or defensive systems. Russia frequently claims that threats to its secure second-strike capability primarily drive its BMD development. However, it is likely that this rationale partly serves a strategic narrative portraying the West as the destabilizing antagonist. A more accurate interpretation is that Russia greatly values nuclear coercion, using threats as leverage over the United States and its Western allies. If the West continues developing advanced missile defense systems capable of neutralizing a limited Russian nuclear strike, it will fundamentally alter Russia’s strategic calculus, weakening its coercive potential and necessitating significant revisions to its nuclear strategy. While Russian leaders often publicly discount the ballistic missile threat from rogue states, as they argue countries like North Korea or Iran are not true threats to Russia and thus view the U.S. justification for missile defense as disingenuous, they cannot ignore longer-term dangers. Russian defense analyses occasionally cite potential ballistic or air threats from regional actors, such as intermediate-range missiles from China or proliferation to non-state actors, as part of the rationale for improving defenses.37 Furthermore, maintaining cutting-edge missile defenses has a prestige and deterrence value of its own, it signals that Russia can “compete technologically with the United States” and is not falling behind in any crucial military domain. In the 1980s, the Soviet Union feared Reagan’s Strategic Defense Initiative (SDI) program would give the United States a strategic edge, prompting Soviet research and development in both offensive countermeasures and defensive systems. Today, Russia similarly invests in missile defense alongside offensive hypersonic weapons and novel delivery systems to ensure it does not cede a technological advantage to Washington or others. In essence, Russia’s official justification for these missile defense advancements is framed as defensive and stabilizing. They are portrayed as measures to safeguard Russian sovereignty, ensure the credibility of its nuclear deterrent, and counteract advancements in Western military technology. Russian officials contend that as long as others have the capability to threaten Russia with advanced missiles or aerospace attacks, Moscow must develop the means to protect itself. This narrative serves both a strategic rationale and a political one, reinforcing to the Russian public and military that the government is addressing key threats and preserving strategic balance. By consistently opposing U.S. BMD plans, Moscow keeps the issue alive as a bargaining chip in negotiations. For years, Russia proposed joint missile defense efforts or demanded treaties to limit missile defenses. The United States has been unwilling to limit its BMD unilaterally, but Russia’s persistent framing of the issue as a top security concern means it will likely be on the table in any future arms control talks. In Russian strategic culture, raising the missile defense issue also helps justify their own arsenal upgrades and military posture to other nations. If Russia is modernizing its forces, it can point to U.S. missile defenses as a rationale, seeking international understanding or sympathy for its position that strategic stability is at risk. Russian Foreign Ministry officials stressed that meaningful nuclear arms reductions in future will have to “take into account U.S. missile defense capabilities”, reflecting Russia’s view that offensive and defensive forces are interlinked.38 By framing U.S. missile defense as a problem, Russia attempts to rally domestic and even international opinion against it, or at least ensure that its own counteractions are seen as justified. Russia draws a sharp contrast in how it presents missile defense: its own systems are portrayed as purely defensive measures to protect national security and maintain equilibrium, whereas U.S. missile defense is depicted as a destabilizing scheme that could undermine that equilibrium. This framing serves Russia’s strategic interests by legitimizing its military programs at home and casting doubt on U.S. intentions abroad. It is a narrative that Russia has used effectively to both justify its missile defense and strategic weapons developments and to argue against the expansion of American missile defenses. Russian Framing vs. U.S. Defense Initiatives While pursuing its own missile defense programs, Russia consistently criticizes U.S. missile defense initiatives, arguing they undermine global stability. The way Moscow frames this issue reveals a mix of genuine security concerns and geopolitical messaging. Missile Defense as Destabilizing Russian leaders frequently describe American missile defense deployments as a threat to strategic stability. From Moscow’s perspective, a robust U.S. missile shield deployed in Europe or Asia could one day undermine both Russia’s limited coercive strikes and its nuclear second-strike capability by intercepting some of Russia’s retaliatory missiles. This was a core reason the Kremlin valued the 1972 ABM Treaty, which was considered the cornerstone of strategic stability because it strictly limited nationwide missile defenses. After the U.S. withdrew from the ABM Treaty in 2002, Russian officials grew increasingly vocal. President Putin and others later argued that unrestrained U.S. missile defense could enable Washington to achieve strategic supremacy and negate Russia’s deterrent. They reject U.S. assurances that systems like the European Phased Adaptive Approach are aimed only at Iran, noting that the capability and location of these interceptors could also threaten Russian missiles. For example, NATO’s deployment of BMD in Eastern Europe has been portrayed by Russia as a hostile act. Russia’s 2014 Military Doctrine explicitly listed “the creation of missile defense systems” as one of the top external military dangers to Russia.39 The doctrine goes further to say Russia will oppose the efforts of others to attain military superiority by deploying missile defenses.40 In short, Moscow frames U.S. missile defense as a politically motivated project that increases tensions, rather than a purely defensive measure. Russia counters that there is no equivalence because its systems are largely regional and aimed at preserving the strategic balance, whereas the United States aspires to a global missile shield. Russian officials assert that American BMD sites near Russia’s borders could be repurposed offensively, whereas Russia’s interceptors are on its own territory. In diplomatic talks, Moscow has demanded legally binding guarantees that U.S. missile defenses will not target Russia, indicating deep mistrust of U.S. intentions. Former President Dmitry Medvedev’s 2011 statement encapsulated this. He warned that if the United States did not provide guarantees and continued deploying its shield, Russia might target U.S. BMD sites in Europe with missiles and even withdraw from nuclear arms treaties.41 By casting U.S. missile defense as an offensive threat in disguise, Russia justifies counter-measures, both upgrading its offensive nuclear forces, to ensure they can penetrate any defense, and advancing its own defensive systems for self-protection. Additionally, Russian defense officials often claim their new systems are a direct response to U.S. and NATO actions. For instance, when President Putin unveiled a suite of new strategic weapons in March 2018, including hypersonic glide vehicles and nuclear-powered cruise missiles, he explicitly tied it to U.S. missile defense expansion.42 Putin stated that after the United States left the ABM Treaty and continued to develop missile defenses, Russia was forced to “develop and perfect” weapons capable of overcoming any missile shield. In the same breath, he assured that these responses were “highly effective and modestly priced systems to overcome missile defense” installed on Russia’s missiles, essentially arguing that Russia chose the most cost-effective way to negate U.S. defenses rather than engage in a defense build-up of its own.43 This highlights how Russia rhetorically leans toward offensive solutions by developing missile defense-evading offensive arms as a counter to U.S. defenses, while still continuing work on its own defensive systems in parallel. Meanwhile, high-ranking Russian generals and designers have frequently downplayed the actual effectiveness of U.S. missile defenses in public, likely to reassure the Russian public that the nuclear deterrent remains intact. They have stated that current U.S. BMD poses “no threat” to Russia’s strategic nuclear forces and can be overwhelmed by Russia’s arsenal.44 Such statements serve to undercut U.S. justifications, painting the U.S. shield as futile against a major power, and to project confidence that Russia holds the upper hand in offense-defense balance. In effect, Russia’s message is that American missile defenses are both provocative and futile because Russia will defeat them anyway. The United States has made limited advancements in its missile defense systems over the past two decades, particularly when it comes to systems capable of intercepting Russian intercontinental ballistic missiles (ICBMs). The Ground-based Midcourse Defense (GMD) system, which constitutes the backbone of U.S. homeland missile defense, has seen minimal expansion and technological improvement since its initial deployment in the early 2000s. As of 2025, the GMD system consists of only 44 interceptors, primarily stationed in Alaska and California, designed to protect against limited missile threats from rogue states like North Korea. The focus has been overwhelmingly on regional defense systems, such as the Terminal High Altitude Area Defense (THAAD) and Aegis Ballistic Missile Defense, which are tailored to counter short- and intermediate-range missiles rather than the ICBM arsenal Russia possesses. Additionally, the historical reluctance of the United States to pursue comprehensive national missile defense upgrades further undermines Russia’s justification for its exotic arsenal. For instance, the Next Generation Interceptor (NGI) program intended to replace aging GMD interceptors remains in the development phase and is not expected to reach operational capability until the late 2020s. Furthermore, U.S. missile defense policy explicitly acknowledges the limitations of current systems against major nuclear powers. Successive U.S. administrations, including those under Presidents Obama, Trump, and Biden, have reiterated that homeland missile defense systems are not designed to neutralize large-scale nuclear attacks from peer adversaries like Russia or China. Instead, U.S. policy has focused on developing systems to address regional threats, which presents no credible strategic challenge to Russia’s extensive and diverse nuclear arsenal. Moreover, the United States has made clear efforts to mitigate Russian concerns through arms control agreements and diplomatic engagement. Following the U.S. withdrawal from the ABM Treaty in 2002, successive U.S. administrations sought to reassure Russia through transparency measures and strategic dialogue. For instance, during the New START negotiations, the United States consistently highlighted that its missile defense systems were not intended to target Russia’s strategic deterrent. Despite these efforts, Russia has continued to frame its development of advanced nuclear systems as a defensive response to supposed U.S. encirclement. This rhetoric, however, overlooks the limited scope and capabilities of American missile defenses, which remain technologically and geographically constrained. Russia’s argument that its pursuit of advanced nuclear delivery systems is driven by the need to overcome U.S. missile defenses does not align with the reality of American capabilities. Russia’s justification appears rooted more in its desire to enhance its own prestige, deterrence credibility, and coercive leverage than in any genuine need to counter an existential threat from U.S. missile defenses. Conclusion Russia’s pursuit of advanced missile defense systems, from the high-performance S-400 and S-500 air defense complexes to the strategic A-235 Nudol ABM system, reflects its overarching goal of safeguarding its airspace and nuclear deterrent in the face of evolving threats. Technologically, these systems signify a leap in capability that enable Russia to intercept a range of targets to close the gap with, or potentially surpass, U.S. and NATO defensive technology. Strategically, Moscow justifies these developments as essential responses to an aggressive security environment. NATO’s expansion of missile defenses, the U.S. withdrawal from the ABM Treaty, and advanced weapons development by other powers are cited as reasons why Russia must strengthen its shield. At the same time, Russia is keen to underscore the difference between its posture and Washington’s. It portrays its missile defenses as purely protective and regionally focused, in contrast to U.S. missile defense initiatives that Russia argues are striving for a globe-spanning shield and tilting the strategic balance. This narrative feeds into Russia’s broader geopolitical strategy, using missile defense both as a literal defense measure and as a rhetorical tool to claim the moral high ground in international security debates. The role of missile defense in Russia’s military doctrine is inextricably linked to its concept of strategic deterrence, where maintaining the ability to retaliate, and thus deterring an attack in the first place, is paramount. Hence, Russia’s missile defense and its offensive nuclear modernization go hand in hand: one counters the enemy’s strike, the other counters the enemy’s defenses, each justifying the other in an evolving cycle of measure-countermeasure. Official Russian statements consistently reinforce that missile defense is a red-line issue for Moscow’s security. From Putin’s warnings that Russia would respond to U.S. missile shields with new weaponry, to formal doctrine pledges to oppose any country’s quest for superiority via missile defense, the message is clear that Russia will not allow its deterrence to be neutralized. In turn, the Kremlin invests in defensive systems to protect itself and in offensive systems to evade adversary defenses, all the while publicly urging diplomatic solutions to restrain missile defenses. Russia’s missile defense advancements are presented as justified defensive measures aimed at preserving strategic stability, even as Moscow decries American missile defenses as destabilizing. This duality is central to Russia’s security policy. Missile defense for them is more than interceptors and radars, it is a symbol of national resilience, a pillar of its military doctrine, a bargaining chip in great power diplomacy, and a propaganda theme to rally its populace. How Russia and the United States manage this offense-defense dynamic in the coming years, whether through arms control or continued competition, will significantly influence global strategic stability and the development race in missile technologies.
