He has continued the development of this programme through the 1990s and 2000s, with primary technical responsibility for the field-theoretic and stochastic-electrodynamic calculations. Rueda earned his PhD in theoretical physics at the University of Saint Louis (Madrid) in 1973, with a dissertation in stochastic electrodynamics under Trevor Marshall. He held research positions in Spain and Latin America before settling at California State University, Long Beach, in the Department of Electrical Engineering, where he has been on the faculty since the late 1970s. His scientific career has been primarily in stochastic electrodynamics (SED) — a semi-classical alternative to fully-quantised QED in which the zero-point electromagnetic field is treated as a classical random field with the quantum-statistical spectrum. Rueda is one of the principal developers of SED, alongside Trevor Marshall, Timothy Boyer, and Luis de la Peña.
