In late 1994, French Canadian journalist Serge Monast began writing about “Project Blue Beam,” an alleged NASA/UN plot to stage a fake global alien invasion or a simulated Second Coming of Christ using advanced technology. Monast claimed the plan had several dramatic components, including: artificially generated earthquakes at precise global locations to uncover evidence discrediting all fundamental religious doctrines; a massive worldwide “sky show” using 3D optical holograms, lasers and satellite-based projections of religious figures speaking local languages that would then merge into one unified god-messiah; the use of ELF, VLF and LF waves for direct mind-to-mind communication, making people believe their own god is speaking to them from within their soul; a simulated alien invasion (UFOs over major cities) to provoke nuclear responses and global panic; a fake “Rapture” with aliens rescuing humanity from a demonic force; and the implementation of a totalitarian New World Order with a New Age religion led by an “Antichrist” figure. Richard Dolan characterized Monast as “very intense” in his writing, but with “no understanding of science”: "At no point in any of Monast’s writings is anything like evidence offered for any of this. [He claimed to have uncovered secret documents detailing the plan, for example, but never shared any.] To say nothing of the fantastic capabilities he attributes to NASA or the United Nations. The logistics of the various sky shows also seems daunting, to say the least. First there is the false alien invasion scenario – presumably this could be done with a fleet of black triangles, although could they blanket the world? Doubtful. But then, regarding the religious fakery, are “they” really going to blanket the world with holographic images of, what – God? Jesus? Krishna? Allah? All the while sending a message into our brains via extra low frequencies in all languages of the world? All in a way that convinces us to abandon our previously held faiths?" Christopher Knowles points out that practically every element of Blue Beam (holographic religious figures, telepathic messages, fake alien invasion, earthquakes, new world religion, orbital tech deception) can be found in two Star Trek scripts: Gene Roddenberry’s mid-1970s God-Thing film script and The Next Generation episode “Devil’s Due” (1991). While Knowles believes Monast was fed this information by the intel community, Dolan believes it possible “that Monast himself cooked this up out of his fevered imagination.” Monast’s Blue Beam is now part of the conspiracy theory vernacular, often mentioned in discussions about UFOs as if it had the same documented provenance as MKULTRA or Project Paperclip. Q: (T) Is the government planning to stage an invasion by aliens to cause the populace of the world to go into such a fear state that they will accept total control and domination? A: Open. But if so, will “flop”. Q: (T) Why? A: Many reasons: 1. Visual effects will be inadequate and will have “glitches”. 2. Real invasion may take place first. 3. Other events may intercede [such as] Earth changes. Q: (T.C.) DeSouza perceives the activity of, for example, the Tic-Tac UAPs buzzing the Navy as being a facet of the “fake alien invasion” scenario, a psy-op being done to vector the public, government and military understanding of the UFO phenomenon. Is this true? A: We have previously mentioned that a fake UFO invasion will fail due to poor tech and image quality and other factors. While Blue Beam may have been a fantasy, each element taken individually has some support. For example, Andrija Puharich (whose channeling influenced Roddenberry) worked on developing “direct mind-to-mind communication” technologies and was apparently successful in doing so. The ability to artificially induce earthquakes may also be a reality. And as early as 1943, the OSS had realized the value of using fake aerial phenomena for psychological warfare. “Project Fantasia” envisioned creating an aerial device that would simulate fantastical creatures in the night sky to terrorize and disorient enemy forces. The device would first drift over enemy lines, then produce a “dim, eerie, luminescence” in the shape of a creature (e.g. a dragon), before self-destructing. As previously mentioned, nearly 20 years later the CIA’s Project Palladium injected false targets into Soviet radar systems, thus weaponizing fake UFOs. Neither project approached the scope or capacity necessary for a global Blue Beam–type operation, however. Circa 1962, as part of Operation Mongoose, psychological warfare expert Maj. Gen. Edward Lansdale formed a secret group to study the feasibility of a similar operation faking a Second Coming of Christ in Cuba by firing pyrotechnic flares from a submarine, projecting images of Jesus onto low-lying clouds and playing recorded messages ordering Cubans to overthrow their government. Redfern (Area 51) writes: “Ultimately, while the whole thing was seen as undoubtedly ingenious in nature, it was also viewed as an operation that had a very big chance of failing catastrophically.” Q: (T) Am I correct in assuming that some of these hot-shot, big-wig guys in the government who have plans for taking over the whole world and making everything all happy and hunky-dory with them in charge, are just simply not in sync with the fact that there are some definite Earth changes on the agenda? Are they missing something here? A: Close. They are aware but in denial. Q: (T) Are these Earth changes going to occur prior to the arrival of the cometary cluster? A: No. But “time” frame is, as of yet, undetermined. Q: (T) Am I correct in saying that if they knew what was really going to happen that they would still continue with their stupid little plans to make money and try to control the world? A: Yes. Greed is a sickness. Q: (T) Is there such a thing as “Alternative 3” – the plan to take all the brains off the planet? A: No. [Though many elites are building personal bunkers, e.g. in New Zealand, and massive underground facilities feature heavily in Continuity of Government planning.] A: Remember we once told you that people would unite against the “invasion” at the time just before the Earth changes? Q: (L) Well, yeah. We were talking about the Nephalim and their stun guns and that sort of thing. But it looks like psychopaths are the new Nephalim, and they’re already using stun guns – tasers. And then we asked if they were going to try to stage a fake alien invasion. Now, it’s just been pressing on my mind, becoming more and more clear, that we don’t need an alien invasion with psychopaths ruling this world as their transdimensional agents. And it has occurred to me that when you said that way back when, that basically the invasion has already occurred! It’s here, now. It’s psychopaths in power! Everybody is looking and waiting for some kind of aliens; well, aliens are a supernatural phenomenon. Yeah, there is a certain physicality to it, but it strikes me that that physicality doesn’t have – what do I want to say? Endurance? It doesn’t “vibrate” right in our reality. It can come and go, but it doesn’t stay here. So they need agents. They’ve always needed agents. They’ve always needed human-looking beings to control, to manipulate, or to even “download into” in a funny sort of way, like a possession or an activation. It’s like they’re sitting at some control console in some hyperdimensional place controlling their agents the way we control remote control toys. So anyhow, this is what I’ve been thinking. Everybody’s waiting for something to happen, like disclosure, or after disclosure. But it’s already happened. It’s here now! Any so-called “disclosure” will be a fraud unless they come out and say that it is a supernatural or hyperdimensional phenomenon, which they are NOT going to say because that completely counters their entire worldview that worships the physical universe. That’s where the whole Darwinism, material science, exclusion of scientific study of the paranormal, and so forth, comes from. That sort of thing can never be studied honestly because it would destroy their reality construct. […] They’re trying to prepare people for physical, material aliens – “Disclosure” – because they’re going to try to pull the alien invasion trick or the “alien god” trick, and they’ll say, “Worship the alien god! Join behind us! We’re his high priests!” But it’s not going to work. (Perceval) It’s almost like that’s been held in reserve if it’s necessary. They’ve prepped people with the idea of aliens. (L) It’s like this gigantic counterintelligence program. And the main thing that I’ve seen them working to counter is the idea, the concept, the understanding that this phenomenon is a supernatural one. To make that clear, what we have always called supernatural, which is not necessarily “supernatural,” is really just hyperdimensional. We’ve been aware of these things – this other reality – for millennia. They come and go. It’s like the finger in Flatland. We’re Flatland! Am I on to something with this? A: About as accurate as you can get without making direct predictions. Q: (L) […] Was it Wernher von Braun who said they were going to create this illusion about an alien invasion, and that it was all a big lie and a big fraud? And the real reason he said it was that he knew that it was a paranormal or a hyperdimensional phenomenon? Is that what he meant? A: Yes. This was related in 2000 by Carol Rosin, space and missile defense consultant, military strategist and spokesperson for von Braun in the last four years of his life. According to Rosin, von Braun was vehemently opposed to the weaponization of space, telling her that several threats would be cited as justification for the creation of space-based weapons, in the following sequence: the Russians, terrorists, rogue nations, asteroids and aliens (what he called “the final card”). He allegedly told her: “And all of it is a lie.” Rosin came forward as part of Steven Greer’s Disclosure Project, sharing Greer’s vision of free energy, peace on Earth and good relations with other extraterrestrial civilizations. While the alien threat narrative may justify military spending, many in the military appear to view it as a genuine danger. And if said threat was an actual motivation for the weaponizing of space (as already suggested previously), and if Rosin’s account is accurate, von Braun’s “lie” may have referred to the ultimate uselessness of space-based weapons against the real phenomenon. Cassiopaean Session: January 21, 1995 Q: (L) [Why does the government mimic cattle mutilations]? A: They do it to protect the public from knowing that which would explode society if discovered. Q: (L) What is this item that they were protecting so that society or the public wouldn’t know about it? What activity is this? A: Humans eat cattle, aliens eat you. Researchers and insiders propose various reasons for official secrecy surrounding the UFO/alien topic. Stanton Friedman, for instance, provided six reasons in his book on MJ-12. Grant Cameron provides 64 in Managing Magic: The Government’s UFO Disclosure Plan (2017). These reasons tend to fall under several broader categories, such as the following: Public Reaction and Societal Stability: This reason encompasses the fear that disclosure may negatively affect the general population, institutions and social order. For example, public acknowledgment could create mass shock and widespread panic (even if only among a small but significant fraction of the population); religious upheavals due to possible theological implications; challenges to the current scientific consensus in various fields; economic disruptions to the stock market, energy sector and consumer behavior; and further erosion of public trust in government. Various think tanks are rumored to have reached such conclusions over the decades, advising against public disclosure. One such report on the potential discovery of extraterrestrial life by Brookings is publicly available. According to James Lacatski, another such study was contemplated as part of AAWSAP, but abandoned as it was considered duplicative of the prior efforts. In March 2026, the leading professional services network, Deloitte, released a paper on black swan events, using NHI/UAP disclosure as a case study. It concluded that disclosure would disrupt global financial markets, challenge social stability, induce anxiety and emotional volatility, fracture public trust in government, polarize narratives and potentially be exploited by organized groups. Similarly, in June 2026, uNHIdden (a non-profit foundation led by pro-disclosure doctors and clinical psychologists) published the first systematic public health preparedness plan, “Preparing for Disclosure: A Public Health Framework for Paradigm-shifting Revelations.” "The public health case rests on a straightforward foundation: the potential consequences of paradigm-shifting disclosure scenarios could be significant, the current preparedness gap is substantial, and the cost of preparing unnecessarily is modest relative to the potential cost of failing to do so. […] A high-impact disclosure scenario could destabilize individuals’ most basic assumptions about reality, their place in it and their sense of safety. In this report we refer to this psychological disruption as ‘ontological shock’." The study identified four population groups “facing elevated risk in a UAP disclosure scenario,” making up 10-30% of the adult UK population: the “very religious,” UAP experiencers, scientists (and STEM professionals) and those with severe pre-existing mental health conditions. They argue that between 3.5% and 10.6% of the adult population “could plausibly require psychological support or intervention following a high-impact disclosure scenario.” Even if only a minority such as this experienced ontological shock, the study found that “such events could plausibly exceed routine mental health service capacity.” The study proposes several interventions, including “stigma reduction, targeted resilience-building for each high-risk group and a four-layer surge response spanning self-help resources, community support, practitioner readiness and mental health triage,” underpinned by a communications strategy recognizing that “false information can travel faster than the truth.” Bureaucratic and Institutional Inertia: Once a subject is highly classified, it becomes more difficult to declassify as the years go on. Information is compartmentalized on a “need to know” basis, even high-level officials are not necessarily read in, and some knowledge is preserved only in institutional memory (if at all). There may also be legal implications involving secret deals with military contractors and international agreements or treaties, and institutional fear of reprisal and assassination, whether extrajudicial or tied to existing non-disclosure agreements and security oaths. A controlled release may also snowball into a “catastrophic” release of highly classified information from insiders emboldened by a climate of perceived transparency (or lack thereof). National Security and Strategic Advantage: The possession of alien technology and biology has immediate scientific and weapons development applications (e.g. kinetic, directed energy, biological), which must be kept secret in order to secure technological superiority and avoid technological surprise. Counterintelligence in this field must identify possible leaks and prevent foreign espionage. As an associate told Donald Keyhoe (Aliens from Space): “It could be fatal to the United States […] if an unfriendly country acquired this knowledge first.” A retired Air Force colonel told Tim Cooper (Stringfield’s Status Report VI) that the Air Force did not want “to tip off the Russians of any intensive efforts by the US in developing high technology weapons.” Hal Puthoff described to DeLonge and Levenda (Sekret Machines: War) the implications of a reverse-engineering cold war: "If such were the case, then each [country] would pursue a full-court press (a) to keep close [and] hold what they had learned from their own studies so far, and (b) do everything in their power to determine what the other had learned. In such a game of cat and mouse, to reveal some tidbit of what one had learned might reveal to the other a key ingredient of what the other was missing in their evaluation and thus contribute to a potential adversary’s advantage, at worst a disruptive technology breakthrough. In our polarized world this would be considered a sin of the first water, so draconian steps would be put in place to prevent such." Dr. Wilbert Smith, the head of the Canadian government’s UFO program in the 1950s, was of the opinion that “the only reason that those in authority have said nothing about it is that they simply don’t know what to do about it.” Uncertainty regarding alien origin and intent would also imply an ongoing monitoring of the phenomenon as a potential threat, with preemptive disclosure risking unforeseen consequences. As the 1960 Brookings report for NASA on the potential discovery of intelligent life warned: “Societies sure of their own place have disintegrated when confronted by a superior society.” Political and Historical Accountability: Public disclosures might reveal past decisions reflecting poorly on authorities, including lies, cover-ups and crimes committed in defense of secrecy, such as smear campaigns, murders, military abductions, kickbacks and misappropriation of funds. The costs of such revelations may outweigh the benefits, which, combined with institutional inertia, result in “kicking the can” to the next administration. Disclosure may also lead to a loss of control or sovereignty. Many sources claim that authorities are “unwilling to admit the existence of a force against which we had no possibility of defence,” as Prof. Paul Santorini put it (Good, Need to Know). Hastings (UFOs and Nukes) quotes the CIA’s Victor Marchetti, who wrote in 1979: “The purpose of the international conspiracy is to maintain a workable stability among the nations of the world and for them, in turn, to retain institutional control over their respective populations.” And according to Dr. Smith, in a 1959 letter to a Mr. Caswell: “For your information EVERY nation on this planet has been officially informed of the existence of the space craft and their occupants from elsewhere, and as nations they must accept responsibility for any lack of action or for any official position they may take.” Phenomenology and Deeper Implications: The potential non-physical, paranormal or “consciousness”-related aspects of the phenomenon could undermine the dominant materialist worldview and destabilize society. Cameron cites abductions, mutilations, biological effects (including alien viruses and bacteria) and knowledge of a possible future alien threat – all of which could cause public confusion and fear – as well as the possibility that even presidents may be abducted. (According to Greer, Prince Hans-Adam of Liechtenstein told him that UNSG Pérez de Cuellar was told during his abduction: “If you disclose this information, we will abduct every world leader involved, including the President of the United States.”) Cameron believes a possible revelation about human mutilations, for instance, “would be like a nuclear bomb going off in Washington, D.C.” DeLonge and Levenda write that they “have often heard from those inside the ‘war room’ that the threat is very real, and that the Alien represents a form of existence that has frightened and even terrified seasoned veterans of the intelligence and military communities.” Or as DeLonge once said: “There are things so terrifying and unimaginable that certain interests believe that they should never ever be made public.” Friedman speculated: “The government may know things about the aliens that are truly terrible. Aliens eat earthlings. Aliens kidnap them to distant planets. Earthlings are sexual fodder for aliens to use. Earth is due to be destroyed. We are the booby prize in some celestial lottery.” And Ryan Wood writes that the NSA once recommended taking over the SETI program after concluding that SETI’s proposal to make contact with ET worlds and publicly disseminate any success was “foolish and dangerous,” arguing: [First,] by alerting alien civilizations to our existence via radio signals, we were openly inviting invasion and conquest. [Similar to the Chinese “dark forest” hypothesis as presented in The Three-Body Problem.] [Second,] humans might end up as little more than a “pet,” a tool of experimentation or, worse still, “a gourmet delicacy”! [Third,] an alien civilization would try to subvert our species and ultimately gain control over us. […] the final concern centered on the prospect of widespread “cultural shock” on the part of humans. DeLonge and Levenda: “the response of these agencies has less to do with a conspiracy against their own citizens and more to do with helplessness in the face of the inexplicable.” Jorjani (Closer Encounters) echoes a follow-up point from Marchetti, writing: "What political authority is going to admit that any one of its citizens, including small children, can be abducted without consent from within their homes in the middle of the night and subjected to bizarrely torturous “experiments”? Moreover, what government would admit that these individuals are being abducted by beings that also appear to be responsible for grotesque high-precision mutilations of cattle or other animals and occasionally also of people who are treated like cattle?!" Or Strieber (Them): “They cannot admit that somebody is entering people’s homes and taking sexual material right out of their bodies, and that the law enforcement and defense establishments can’t do anything about it.” Good himself believed, based on what he knew, “that a full revelation would be destabilizing. In this event, gradual disclosure – the planned agenda – is by far the wisest course.” External/Phenomenon-Driven Factors: Some reasons for secrecy may be directed by the aliens themselves, e.g. via secret agreements with one or more governments mandating secrecy (as Dr. John Brandenburg has heard), direct or indirect control of government officials and institutions, and real or perceived threats. Cameron writes: “Some of the aliens are covering up as well. They appear to be using what some researchers call a ‘leaky embargo.’ They present themselves, but in a way that does not provide proof. […] What they have done, in short, is the same thing the government has done. They have dropped a trail of breadcrumbs […] a gradual disclosure.” In Beyond Managing Magic, he quotes Dr. Eric Davis: “The release of this information is driven strictly by the phenomenon itself.” Or as Strieber put it: “when they deem that the time is right, they will control their own revelation. It must never be forgotten that no human entity is in control of the situation. They are.” Stringfield’s sources often provided combinations of many of the above reasons. According to one of them, the nature of the technological exchange program hardened secrecy: "We are in trouble, because most experts cannot discern the intent of the lower ETs from the higher ETs (who respect human freedom). All governments in the world originally kept everything quiet, until they could find out what was going on. Then, as more information was gotten and an agreement with the aliens was made, it became harder to release the information. [This suggests that the sharing of information and technology may have been one of the means by which the aliens induced the government to erect a shield of secrecy around the topic.]" Stringfield also quoted a report by Chuck Oldham, which includes an interview with another former military officer who told Oldham: "They felt that only people in professional levels were capable of dealing with this information. […] this information could create panic. Then it threatens to break down the industrial complex that supports the military complex […] And it could possibly reduce our ability to counter an attack by a hostile alien culture. But it was also clear that the intent of these particular beings was not known." The close friend of an anonymous Air Force major general said he told her: “the general public couldn’t handle what we know.” When she said that she could handle it, he replied that perhaps she could, “but it would shake even my belief system, were I to know all the facts. Some of the information has leaked out, he said, but even so, the government will never go public with it because they would have to explain the coverup and that would open the door to more questions. […] He said that it involves national security and how we deal with other countries. He pointed out that years ago, UFOs were spotted over the White House, and we were helpless to do anything about it. If that were to be common knowledge, we could lose control.” Q: (L) [Chuck D asks] why hasn’t somebody, either on 3rd density or 4th density, seen fit to stop us, or block us, or whatever? Of course, I did explain to him the level of attack and obfuscation and many other things we have had to face, but in another sense, he was asking very plainly, why has something physical not been done to, as he put it, “take us out”? A: The powers that be want slow release of information. [Recall that the initial MJ-12 documents were said to have been released “to leak information and disinformation” (1994-10-7).] Q: (L) Does this include the 4th-density STS? A: No, but they don’t see that which they do not wish to see. Q: (L) They don’t see us as a threat? A: More like an annoyance. [This suggests that, to the extent that they are even aware of such slow releases of information, 4D STS may also see them as an annoyance. This could be a point of weakness in their strategy.] Timothy Good’s sources “involved in official and unofficial” UFO programs “stressed that gradual disclosure of the facts is the best way forward. I have been encouraged to come out with this information, even though it is disturbing because eventually we will have to come to terms with the truth – however unpalatable.” In his Managing Magic series of books, Cameron provides an exhaustive history of disclosure or acclimatization efforts from the 1940s to the present. To give some sense of proportion, in the first book he devotes the following average pages per year to these periods of time (with some notable cases in parentheses): - 1944-1952: 1.4 p/yr (Scully, The Day the Earth Stood Still, Adamski, Ruppelt) - 1956-1971: 0.3 p/yr - 1972-1979: 3.3 p/yr (Emenegger, Close Encounters of the Third Kind, Stringfield) - 1980-1990: 2.9 p/yr (Bennewitz, Moore, Howe, Lear) - 1991-1999: 1.8 p/yr (Cooper, Berliner) - 2001-2017: 1 p/yr (Greer, DeLonge) Note the trend, with a large deficit of such reports for the years coinciding with the alleged Eisenhower treaty (1954 to 1972). In 1960, during that period, former CIA director and MJ-12 member Roscoe Hillenkoetter wrote: “Behind the scenes, high-ranking Air Force officers are soberly concerned about the UFOs. But through official secrecy and ridicule, many citizens are led to believe the unknown flying objects are nonsense.” However, “something had changed from 1969 to 1972,” and apparent disclosure efforts skyrocketed in the 1970s. Cameron points out that this was somewhat inscrutable, as “there was no pressure to release [information] after Project Blue Book’s shutdown in late 1969.” In late 1972, the first major “unofficial disclosure” began unfolding with the previously covered filmmakers Emenegger and Sandler. This began a pattern of further releases by whoever controlled the UFO secrets that would continue to the present day, disseminating bizarre, dramatic pieces into the UFO community while destroying the pedigree and proof. Despite Jimmy Carter’s seemingly broken promise for transparency on the topic, Cameron points out that he in fact “did many things to disclose,” including introducing new FOIA initiatives (which produced thousands of pages of UFO records), easing classification rules and attempting to initiate a study on ET communication involving NASA, SRI and UFO experts. However, each subsequent decade saw diminishing returns. This all changed with the AAWSAP/AATIP revelations of late 2017. Cameron devotes two full books to the events of the six years that followed. These include: Tom DeLonge’s TTSA (featuring books and films, as had Emenegger’s project), Bob Bigelow and the DIA’s AAWSAP, Jay Stratton and Luis Elizondo’s AATIP, Diana Pasulka’s work featuring Tim Taylor and Garry Nolan, Congressional hearings and David Grusch, UAP legislation (including the resulting creation of the UAPTF and AARO) and the failed Schumer-Rounds Amendment. As of writing, this has culminated in President Trump’s directive “to begin the process of identifying and releasing Government files related to alien and extraterrestrial life, unidentified aerial phenomena (UAP), and unidentified flying objects (UFOs), and any and all other information connected to these highly complex, but extremely interesting and important, matters.” Coincidentally (or not), he issued the directive on February 19, 2026 – the 72nd anniversary of the alleged Eisenhower treaty. The first two batches of files were released on May 8 and May 22, as this conclusion to the Beyond Disclosure series was being written. Curiously, in January 2017, Ron Pandolfi (a former CIA official and alleged purveyor of UFO disinformation) wrote that then President-elect Trump was “very ‘pro-disclosure’ and very anti ‘disinformation.’” Longtime Pandolfi correspondent Dan Smith got “the impression from Pandolfi that Trump had been picked to be the disclosure president.” Pandolfi claimed to have met with Trump daily for a period of time in late 2016. Several patterns emerge across the decades, including U.S. military/intelligence offering filmmakers exclusive UFO footage, only to pull out at the last moment (1949, 1957, 1973, 1983, 1985); other Hollywood/TV influence (starting in 1951); involvement of CIA directors (Hillenkoetter, Helms, Colby, Gates, Woolsey) and heads of the CIA “weird desk” (Arthur Lundahl, Kit Green, Ron Pandolfi). Already in 1950, Frank Scully wrote that, according to his scientist-informants, “a full disclosure of the government’s interest in flying saucers […] would be forthcoming in the not too distant future” – the first of many such failed promises over the decades. Several prominent ufologists after Scully acquired multiple insider sources, including Donald Keyhoe, Leonard Stringfield, Bill Moore, Timothy Cooper, Steven Greer, Tom DeLonge and (most recently) Jeremy Corbell. These sources either introduced or reinforced key aspects of the developing UFO narrative, many of which have been covered in this series, including: crash retrievals, reverse engineering, alien autopsies, implants, underground bases, government/alien cooperation and agreements, MJ-12, Project Aquarius, Area 51/S-4, live aliens in custody, parapsychology connections, etc. Cameron also tracks members of Col. John B. Alexander’s Advanced Theoretical Physics Working Group (formed in 1985 within the DIA to get to the bottom of the UFO secret) through Bill Moore’s “Aviary,” Bigelow’s National Institute for Discovery Sciences (NIDS), the DIA’s AAWSAP and DeLonge’s TTSA. This network included figures like Dr. Alexander, Dr. Kit Green, Dr. Hal Puthoff, and later, Dr. Jacques Vallee, Bob Bigelow, Dr. Eric Davis, Dr. Colm Kelleher, Jay Stratton and Dr. James Lacatski, among others. Their efforts eventually led to AATIP (Stratton, Elizondo) and the Navy-run UAPTF (Stratton, Grusch). In Beyond Managing Magic 2, Cameron describes the Aviary incarnation of this group as “former scientists, government officials, and intelligence people who have fallen down the UFO rabbit hole like the rest of us. They are not some secret government group. Their former jobs allowed them to see a piece of the big UFO puzzle, and they are now looking [for] the rest of the pieces.” Cameron argues, perhaps too forcefully, that all such “leaks” have been part of an officially sanctioned “drip, drip” acclimation project. Edward Ruppelt, for example, the first head of Project Blue Book, “admitted that he and others had been tasked with gradual disclosure on the UFO mystery,” e.g. providing information for magazine articles in 1952. Admiral Bobby Ray Inman told Bob Oechsler that he had been made “aware of a program to ‘indoctrinate the public’ in UFO matters before his retirement [in the early 1980s].” Cameron describes this project as the purposeful release of a mixture of true and false information – true, in order to slowly acclimate the public to certain facts, and false, in order not to violate classification rules and to maintain plausible deniability. In this way, ideas can “grow” in society, “but with no official confirmations by governments” or ability to verify. The public is free to take it or leave it without panic, and even if they dismiss it, mere exposure has acclimated them to the reality to some degree. Traditionalist/Perennialist metaphysician Charles Upton argues the same thing in his book The Alien Disclosure Deception (2021): that the government has engaged in a “long-term social engineering project […] to both promote and debunk the existence of alien-human contact,” to ease the public into acceptance of the reality of NHI (which Upton believes are better categorized as paraphysical Jinn or demons). Noting the diametrically opposed interpretations by Greer (aliens are good, government evil) and DeLonge (aliens are evil, government good), Cameron writes: “The officials dealing with both appear to have allowed them both to believe what they want about the intelligence behind the phenomenon. Therefore, the primary focus of the officials seems to be using both researchers to get out a particular message.” This may be analogous to what the C’s said about Independence Day: that the film’s purpose was simply to “infuse” the concept of aliens into the minds of the public. The fact that in that film the aliens were evil in this case was incidental. Leah Haley, in Unlocking Alien Closets, described attending a private meeting of researchers in Mesquite, Nevada, in 1994, organized by a man claiming to represent the CIA. Attendees were asked questions such as: “When do you estimate that the ETs will manifest themselves openly in America?”, “Is there an extraterrestrial game plan?”, “How can we best explain to the public the varieties of ET presence here?”, and “What can UFO researchers do to reduce the risk of public panic or a race war when the public announcement of ET reality occurs?” The consensus of the group on the last two questions was that “We needed to educate them through prime-time television programs (including sitcoms); radio and television commercials; printed advertisements; movies; theme-park attractions; and paraphernalia such as tee shirts, mugs, key chains, pencils, posters, and greeting cards.” It would appear all these suggestions have either been implemented or emerged organically. Cassiopaean Session: August 11, 1996 Q: (L) Why all of a sudden are they revealing, or releasing this information about this Mars rock, in such a big and manipulative way? [Referring to the claim made by NASA on August 6, 1996, of possible ancient microbial life in the Martian meteorite ALH84001.] (T) You just said it! A: You have already figured it out yourselves. […] Q: (L) This Mars rock, and this opening-of-the-doors concept, is this leading up to some definite, overt interaction with aliens? […] A: Gradually. Q: (T) […] If they want to go to Mars to look for civilizations and stuff, which they’re going to lead up to, and back to the Moon here, and all this – and they’re going to make [Richard] Hoagland feel really good, because he’s right! – they’ve already done that! A: Notice how you heard nothing about the Mars probes until the rock announcement? [The probes in question were NASA’s Mars Global Surveyor and Mars Pathfinder + Sojourner missions launched in late 1996. Formal announcements were made years prior, in 1993 and 1994. However, the ALH84001 news prompted a spike in publicity for the upcoming missions.] Q: […] (T) My own opinion is that they’ve already been there, and they know what’s there. A: No. Microbes are easier to swallow than humans in togas! […] Q: (T) What is the purpose of these probes? A: Excavation to display living organisms. [Note that Sojourner lander could not be considered an excavation robot. That description better applies to the original Viking missions in 1976 and later missions like Phoenix in 2008.] If true, this would imply NASA was already aware of evidence for life on Mars – or which strongly suggested its presence. Gilbert Levin, a principal investigator for both Viking landers, long argued that NASA discovered evidence of microbial life on Mars during the 1976 missions, based on his experiment involving the introduction of nutrients labelled with radioactive carbon-14 and the subsequent release of radioactive gas suggestive of metabolism. He published papers and articles to this effect up to 2019, two years before his death, and gained support from his co-experimenter Patricia Ann Straat and scientists such as Steven Benner and colleagues. While critics used results from the Gas Chromatograph-Mass Spectrometer (GC-MS) to dismiss Levin’s interpretation, Benner argues that GC-MS results were originally misinterpreted and did in fact discover organics. Dr. John Brandenburg (who discovered the Mars ocean in 1987) believes that NASA is actively covering up the fact that Mars has an active biosphere. Since the 1996 launches, there have been eight additional successful orbiter missions (three by NASA) and seven successful landers/rovers (six by NASA, one by China). Several announcements about potential signs of life on Mars were made in the following years: - 2008 (Phoenix Lander): There was brief media speculation around a possible “major announcement on the potential for life” (including a reported White House briefing), but it turned out to be the discovery of perchlorates in the soil (a potential energy source for microbes) and confirmed water ice. - 2014 (Curiosity Rover): NASA announced that Curiosity had detected organic molecules in ancient mudstone rocks, strengthening the case that complex carbon-based chemistry existed on Mars billions of years ago. [Also in 2014, NASA funded a multi-year inquiry on the “Societal Implications of Astrobiology” at the Center of Theological Inquiry (CTI). Rev. Dr. Andrew Davison participated and later published Astrobiology and Christian Doctrine (2023).] - 2018 (Curiosity): NASA reported recurring detections of methane in the Martian atmosphere, with seasonal variations. On Earth, such atmospheric methane comes from biological sources, though NASA stressed abiotic explanations were also possible. - 2020s (Curiosity and Perseverance): Multiple updates highlighted diverse organic molecules, evidence of long-lived lakes/rivers and chemical energy sources suitable for life. These discoveries focused on organics, water history and habitability rather than potential biosignatures. However, in September 2025, NASA announced: “Potential biosignature on Mars: confirmed. After a year of scientific review, we are more sure than ever that our Mars Perseverance’s ‘Sapphire Canyon’ sample could contain signs of ancient microbial life.” And in February 2026: “By studying samples analyzed by the Curiosity rover, scientists have taken another step toward understanding whether life could have ever existed on Mars. A new study suggests that non-biological sources cannot fully account for the abundance of organic compounds found in a sample collected by the rover.” A FOIA release of NASA records in May 2026 detailed “internal discussions focused on how the agency would communicate a confirmed discovery of extraterrestrial life.” As John Greenewald writes: “The records confirm that NASA personnel revisited and actively discussed how to communicate a [hypothetical] confirmed discovery of extraterrestrial life as recently as June 2025, building on earlier work conducted within the NASA Astrobiology Program [from 2020].” The discussions highlighted socioeconomic, cultural, religious and educational differences among the public, stressing the importance of having “accurate information and support” for every group and suggesting specific messaging: “Cultivate a culture of celebration vs. fear.” They list three factors regarding any potential discovery: location (ranging from near, in our solar system, to far, on exoplanets), organism (from microbial to “humanoid”) and biosignature (from “chemical/molecular” to a “traditional” fossil). Additionally, a document from the first official release under Trump includes a 1963 memo from the National Aeronautics and Space Council to Robert F. Packard at the Department of State, discussing the hypothetical policy implications if humanity were to discover intelligent alien life. It concluded that while the probability was low, such a discovery would have major societal and diplomatic implications, e.g. possibly uniting humanity. Q: (L) So, they’re going to display the discovery of living organisms on Mars to take the next step to acclimate… A: Yes. […] Q: (L) Is all this stuff [e.g. the Mars Observer failure, certain plane crashes] coming from the 4th-density manipulations of human minds, rather than […] actual, physical entry and doing of deeds? Is that it? A: Yes. Q: (L) OK, so what these people are doing with this Mars probe, with all of these things, they’re being manipulated to do these things, and there’s obviously an objective. What is the objective? A: Too complex […] to explain to you. Q: (T) Because there’s 4th-density, 5th-density and 6th-density reasons involved. A: Just 4th. This implies that many of the decisions made “down here” by people in the positions to make them may be influenced by 4D without the humans’ awareness of what other agenda their decisions may serve. This may be one means by which 4D STS enforces secrecy and forestalls or controls disclosure. Q: (T) How big are these living organisms going to be? How advanced? A: Teeny-tiny. Q: (T) So, we’re still talking about microscopic organisms here? A: Yes. […] But these will be alive. Can’t you see the progression here? “Don’t want to scare Grandma Sally Bible-Thumper/Stock-Market-Investor!” This remark echoes the religious and economic reasons for secrecy and the motivation for a slow acclimation to the existence of alien life. After 30 years of teasing the possibility of microbial life on Mars, such a confirmation would be unlikely to spark panic or ontological shock. As Dr. Brandenburg told Jesse Michels in 2025: “the public’s understanding and awareness has evolved sufficiently now that if you told them there was life on Mars, they would just accept it. Bacterial life and even a dead civilization on Mars is not threatening. It’s not going to invade us.” He also described how the “progression” works: "Once you find life on Mars, then you know there’s life in the stars. It’s just a given. If it’s here on Earth and it was on Mars – and it’s still on Mars by the way, there’s a remnant biosphere there, and we have very strong evidence for that – then people know that there’s life elsewhere in the cosmos. They’ve gotten over the first hurdle. The second hurdle is: are we the only intelligent life in the universe? And then you find the Martian archaeology and then you realize, oh, no, we’re not the only intelligent culture in the universe. There’s a dead humanoid civilization." Next in the progression might be: and some of them survived. Q: (L) Are the [underground] Aryans going to present themselves as Martians? A: Initially. In order for the Terrans to get used to the idea of EBEs [extraterrestrial biological entities]. [Discussed further below.] Q: […] (T) Is this a subterfuge on the part of the Aryans so that they can slide in quietly and take over? A: No, they do not need that at all. It is a way for the “government” to introduce everyone to the new reality of the existence of intelligent life all over the place, not just here. Supporting this idea would be the discovery of biosignatures throughout the galaxy. In 2015, chief NASA scientist Ellen Stofan made this statement during a public panel: “I’m going to go out a little bit on a limb here and I’m going to say I think we’re going to have strong indications of life beyond Earth within a decade. And I think we’re going to have definitive evidence within 10, 20 to 30 years.” In early 2024, several rumors spread online that the James Webb Telescope had detected biosignatures associated with exoplanets. Ross Coulthart shared: “I think that’s one thing that the Government of the United States is already aware of and sitting on. I think they know the answer already. That’s at least what I’ve been told.” The announcement was made in April 2025 regarding possible life-associated gases in the atmosphere of K2-18b. However, there is still no consensus on the analysis, which remains unconfirmed.
