Some held high clearances. Some carried direct encounter reports. Some brought the earlier consciousness-research lineage into the UFO question. Their meetings formed around a double conviction: the Phenomenon was real, and some hidden compartment must already know more. The search never produced a documented view of the whole. It produced an enduring network organized around the absence of one. Members found classified aerospace programmes, compartmented fragments, rumors from other cleared personnel, and further investigators asking the same question. Every inaccessible layer implied another custodian. The missing center became the network’s gravitational object. The Consciousness Pipeline establishes the recurring capture pattern that made the Aviary necessary. Took over the agency’s informal “Weird Desk” from Kit Green in 1983 and held it for decades. Jacques Vallée documented his interactions with the group in Forbidden Science, describing a layered structure he called “the Secret Onion” — each layer of access revealing another beneath it, with the core remaining inaccessible even to participants with the highest clearances. Alexander’s founding sentence fixes the group’s position: Let’s see if we can find it. ATP was a search party. Its participants possessed enough access to know that official organization charts were incomplete and too little access to demonstrate the monolithic black programme they expected to find. The distinction follows the network through every later institutional form.
