In June 2019, a fifteen-page document began circulating among UAP researchers that, if authentic, would represent the most consequential leak in the history of the subject: detailed notes from a private 2002 meeting in which a senior United States intelligence official claimed he had been denied access to a classified program holding recovered non-human craft. The document is known as the Wilson-Davis memo. It remains unverified, officially disputed, and central to every serious conversation about government UAP disclosure since its emergence. The memo purports to be typed notes taken by astrophysicist and defense contractor Dr. Eric W. Davis, recording a conversation he says he had with Vice Admiral Thomas R. Wilson Jr. on October 16, 2002, in a parking lot at the EG&G facility in Las Vegas, Nevada. Wilson, at the time of the alleged meeting, was recently retired from his post as Director of the Defense Intelligence Agency (DIA). He had previously served as J-2 — Director of Intelligence for the Joint Chiefs of Staff — from 1999 to 2002. According to the document, Wilson told Davis that in 1997 — while still serving as J-2 — he had attempted to gain access to a special-access program (SAP) that he had reason to believe involved the recovery and study of non-human technology. Wilson described locating the program through a process of working through official SAP oversight structures. He reportedly said that program managers told him he had "no need to know" and was denied entry. When he escalated to the office of the Under Secretary of Defense for Acquisition and Technology, he was told, according to the notes, to "drop this" and that the matter would not be pursued further. The document further alleges that Wilson was warned that if he pursued the matter, there would be professional consequences. He reportedly described the encounter as leaving him convinced the program was real, privately held by a defense contractor rather than a government agency in the traditional sense, and deliberately insulated from standard congressional and executive oversight. Davis himself is not a fringe figure. He holds a Ph.D. in astrophysics from the University of Arizona and has worked for the National Institute for Discovery Science (NIDS), the Bigelow Aerospace Advanced Space Studies (BAASS) program, and has been linked to government-adjacent UAP research efforts including work connected to the Advanced Aerospace Weapon System Applications Program (AAWSAP). The memo did not surface through a traditional leak or Freedom of Information Act request. Its emergence is attributed to Dr. James T. Lacatski, a former DIA program manager who directed the AAWSAP program from its inception in 2008. Lacatski co-authored the 2021 book Skinwalkers at the Pentagon with investigative journalist George Knapp and researcher Colm Kelleher. According to multiple researchers who reported on the document's provenance — including investigative journalist and longtime UAP researcher Grant Cameron, and later journalist Tim McMillan — the Wilson-Davis notes were found among papers associated with the late Apollo astronaut and UAP advocate Dr. Edgar Mitchell. Christopher Mellon, former Deputy Assistant Secretary of Defense for Intelligence and a prominent advocate for UAP transparency, stated publicly that he found the document credible, though he acknowledged he could not independently verify it. Steven Aftergood of the Federation of American Scientists called for caution, noting that the document lacked any chain of custody documentation and that its provenance via Edgar Mitchell's papers raised as many questions as it answered. Admiral Wilson's public response to the document has been parsed carefully by researchers on all sides. In a 2020 statement reported by multiple outlets including The Black Vault — the long-running government document archive run by researcher John Greenewald Jr. — Wilson said he had not met with Eric Davis in a parking lot, that he had no memory of such a conversation, and that the document did not reflect his views or experience. That is a denial. But researchers and journalists covering the story have noted what Wilson did not say. He did not, in his widely reported comments, address the underlying claim about his 1997 attempt to access a special-access program. He did not say the events described in that portion of the narrative — the attempt to locate a contractor-held SAP and the subsequent denial of access — did not happen. He addressed the specific claim of the 2002 parking lot meeting. Whether that distinction is meaningful or a case of researchers reading significance into an absence of words is itself a matter of debate. Wilson has not, to date, given a detailed, on-record interview specifically addressing each claim in the document. His denial, as reported, is real. Its scope is what remains contested. Eric Davis, for his part, has neither fully confirmed nor formally withdrawn the account. In a 2020 interview with The New York Times reporter Ralph Blumenthal — who co-authored the landmark December 2017 UAP stories that broke AATIP/AAWSAP into public consciousness — Davis said he had briefed congressional staffers and members on crash retrieval programs. He did not specifically address the Wilson memo's authenticity in detail in that piece, but his continued public presence and work in the disclosure space has been taken by many researchers as an implicit non-denial. In 2024, the All-domain Anomaly Resolution Office (AARO) — the Pentagon body established in 2022 under the National Defense Authorization Act to centralize UAP investigation — released findings from its Historical Record Report (HRRT), a congressionally mandated review of government UAP programs and records dating back to 1945. The AARO HRRT stated that its review found no verifiable evidence of any U.S. government program, past or present, involving the recovery or reverse-engineering of non-human craft. On the specific question of the Wilson-Davis memo, AARO's position has been that no special-access program of the type described in the document appears in the records it reviewed. Proponents of the document's significance have pushed back on this finding on several grounds. First, they note that the document itself describes a program specifically structured to avoid appearing in standard government oversight records — held by a private defense contractor and deliberately insulated from normal SAP reporting chains. If the program is structured as described, the argument goes, it would not appear in AARO's records by design. Second, researchers including Mellon and others have questioned whether AARO was granted full and unencumbered access to all relevant compartmented program records across every agency and contractor in conducting its review. AARO has maintained that it had broad access and that its findings are based on an extensive and good-faith review. The office's first director, Dr. Sean Kirkpatrick, stepped down in late 2023 and was publicly critical of what he described as a disinformation environment surrounding UAP claims. His successor, Jon Kosloski, has continued the office's official position that no verified crash retrieval program has been identified. The Wilson-Davis memo took on renewed and sharper significance in 2023 when David Grusch, a former Air Force intelligence officer and National Geospatial-Intelligence Agency representative to the UAP Task Force, made protected whistleblower disclosures to the Intelligence Community Inspector General and subsequently testified before the House Oversight Subcommittee on National Security in July 2023. Grusch testified under oath that the U.S. government and its contractor partners are in possession of non-human craft and biological material, and that a multi-decade retrieval and reverse-engineering program exists and has been deliberately concealed from congressional oversight. He said his claims were based on interviews with dozens of current and former government officials with direct knowledge. Grusch did not name the Wilson-Davis memo specifically in his public testimony, but the structural claims in his disclosures map closely onto what the document describes: a program held by private contractors, insulated from standard SAP oversight, actively protected from congressional access, and known to a limited circle of senior officials who were denied entry when they inquired. Several journalists and researchers — including Blumenthal and Leslie Kean, who covered Grusch's original disclosures in The Debrief — have noted that the Wilson-Davis memo predates Grusch's claims by over two decades and describes what would be the same institutional architecture Grusch alleges. Whether the convergence of the two accounts strengthens both or simply reflects a shared narrative tradition within UAP research circles is one of the central questions the document poses. Critics have argued the latter. Supporters argue the former. Neither position has been definitively established. As of this writing, the Wilson-Davis memo has not been authenticated by any independent forensic document examination made publicly available. It has not been entered into any official government record. No congressional investigation has publicly confirmed its contents. Admiral Wilson has denied the meeting it describes. AARO's review found no corroborating program in official records. At the same time, it has not been definitively debunked. No one has demonstrated it to be a fabrication. Its internal details — the specific names, titles, dates, program-access terminology, and bureaucratic structures it references — have held up to scrutiny in the sense that no verifiable factual error has been publicly identified. Eric Davis has continued working in spaces adjacent to government UAP research without issuing a retraction. The memo occupies an unusual position in the UAP disclosure landscape: it is specific enough to be falsifiable in principle, contested enough to remain unresolved in practice, and significant enough that it cannot be ignored in any serious account of where the current disclosure push came from and what it rests on. Whether it is a genuine historical document, a sophisticated fabrication, or something more ambiguous, it has shaped the terms of the conversation in ways that are unlikely to be undone regardless of how the broader disclosure question is eventually resolved.
