AUKUS Pillar 2

AUKUS Pillar 2 is the advanced capabilities cooperation component of the AUKUS trilateral partnership, complementing the nuclear submarine focus of Pillar 1. Pillar 2 encompasses cooperation across multiple advanced technology domains that are critical for future defense capabilities:

1. Quantum Technology:

• Australian-developed quantum clocks by QuantX Labs have been tested by AUKUS partners in Washington, D.C. for GPS-independent navigation and timing.
• Quantum sensing, quantum communications, and quantum computing cooperation.
• The AUKUS Quantum Arrangement facilitates technology sharing and joint development.
• TEMPO optical atomic clock launched to space (SpaceX Transporter-16, March 2026) represents Australian quantum capability in space.

2. Artificial Intelligence:

• Cooperative development of AI for defense applications including autonomous systems, decision support, and intelligence analysis.
• AI-enabled autonomous systems for undersea, air, and space domains.
• Machine learning for sensor fusion and battlespace awareness.

3. Hypersonics:

• Building on the SCIFiRE/HIFiRE collaboration, AUKUS includes cooperation on hypersonic propulsion and weapons.
• Joint testing at Woomera Range Complex and allied test ranges.
• Development of hypersonic cruise missiles and glide vehicles.

4. Directed Energy Weapons:

• The AUKUS framework includes DEW cooperation, connecting UK DragonFire, US laser programs, and Australian Fractl/QinetiQ laser work.
• QinetiQ's involvement in both DragonFire (UK) and Australian laser programs provides a technology transfer pathway.
• Joint development of laser and high-power microwave weapons.

5. Undersea Warfare:

• Unmanned Underwater Vehicles (UUVs) and undersea sensing systems.
• The first AUKUS Pillar 2 project announced was UUV payloads with deliveries beginning in 2027.
• Undersea battlespace awareness and anti-submarine warfare cooperation.

6. Cyber and Electronic Warfare:

• Cooperation on EW, spectrum dominance, and cyber capabilities.
• Connection to Australia's JP9101 Electronic Warfare and Spectrum Dominance Program.
• Joint development of EW systems and counter-measures.

7. Innovation Ecosystems:

• The Advanced Strategic Capabilities Accelerator (ASCA) in Australia and similar mechanisms in the UK and US facilitate rapid capability development.
• Technology transfer and information sharing frameworks.
• Joint exercises and experimentation.

Pillar 2 is designed to accelerate capability development by pooling the resources, expertise, and industrial bases of all three partner nations. The framework reduces duplication of effort and enables technology sharing that would be difficult through traditional bilateral arrangements.

The scale of Pillar 2 cooperation is significant. Australia's 2026 National Defence Strategy and Integrated Investment Program commit $27-38 billion to space, cyber, and EW capabilities, much of which connects to AUKUS Pillar 2 initiatives. The US and UK have similarly committed substantial resources to Pillar 2 cooperation.

Pillar 2 represents a new model for allied technology cooperation—more integrated and faster-moving than traditional alliance frameworks. The trilateral structure ensures that all three nations contribute to and benefit from the cooperation, creating a genuine partnership rather than a supplier-recipient relationship.
