Davis Dual-Use Plasma Vortex-Ring Gun (2003)

Registered as C16 in the CPW conceptual-weapons register (v0.7). In a 2003 review (local corpus transcript), Eric W. Davis describes a conical theta-pinch 'punch coil' — an electrodeless plasma gun driven by a 15 kJ capacitor bank — that generates plasma vortex rings, and states the device explicitly as dual-use: 'plasmoid weapon or rocket propulsion'. This is one of the few open-literature conceptual devices where weapons framing is the author's own words rather than a third-party gloss. ADJUDICATION: the vortex ring is a toroidal plasma structure with µs–ms atmospheric lifetime at weapon-relevant scales; the 15 kJ bank is many orders below any lethal projected-energy requirement, placing the concept firmly in the laboratory/conceptual class (consistent with Eslami 2026's class grade). In the CPW-07 analogy matrix the row scores NO against both targets — a vortex ring is morphologically a toroid, not an orb, and carries no multi-body coordination. Davis holds ZERO patents on the device (verified, CPW-06 census). Lineage significance: Davis sits on the Teller→Winterberg→Davis→Mead bridge connecting 1970s microfusion concepts to the AFRL/PRSP plasma line (C11 consolidation).
