Critical Minerals: The $48.7 billion investment in critical minerals includes: $24.3 billion for Industrial Base Analysis & Sustainment Program (IBAS) to expand capabilities and capacities in critical minerals including but not limited to rare earth elements; $6.4 billion for Defense Production Act Purchases (DPAP) to strengthen mining, processing, metallization, and recycling capabilities required to support capabilities across the entire defense infrastructure, alleviate the Department's reliance on foreign markets, and provide material availability to mitigate active shortfalls affecting defense system readiness; and $18.0 billion for the National Defense Stockpile (NDS) to fully resource the account to mitigate all critical materials risks. In today's complex and rapidly evolving global security landscape, a strong and resilient defense industrial base is more critical than ever – critical minerals and materials underpin all capabilities across the Department. The IBAS and DPA critical minerals efforts include rare earth elements, essential alloying metals, minerals for microelectronic and battery applications, and any primary or recycled shortfall material used in defense systems. This includes over 50+ critical mineral commodities with thousands of defense and essential commercial applications. Rebuilding the NDS is an integral part of a multi-year strategy to address vulnerabilities in the DIB related to critical minerals. The NDS is a strategic tool in the broader DoW critical minerals risk mitigation portfolio. Defense Production Act Purchases (DPAP): The $23.6 billion investment in DPAP provides financial incentives like loans, purchase commitments, and agreements to create and/or expand domestic production for critical capabilities required by the warfighter, such as kinetic weapons (including sub-tier supply chain capabilities for missiles and munitions, critical chemicals, and hypersonics), manufacturing (including castings, forgings, and other critical metal working capabilities), microelectronics (including secure advanced packaging, high-power, and radiation hardened devices), battery components, and those needed to address other industrial base shortfalls impacting areas such as space, air, ground, and soldier systems. Industrial Base Analysis and Sustainment (IBAS): The $16.3 billion investment in the IBAS program represents a deliberate and necessary commitment to strengthening the Nation's DIB and mitigating long-standing capacity, supply chain, and resiliency risks. This request places primary emphasis on kinetic capabilities, directly advancing Munitions Acceleration Council (MAC) priority missile systems and stabilizing critical sub-tier solid rocket motor (SRM) component suppliers that are essential to munitions production. These investments are purpose-built to reduce unit costs, expand and sustain surge capacity, and accelerate the qualification and fielding of integrated missile and SRM capabilities required to meet current and emerging operational demands. Concurrently, the IBAS funding will expand domestic and onshore production of critical chemicals, reducing dependence on adversarial sources, strengthening supply chain security, and ensuring the uninterrupted production of key weapon systems. This investment also advances other essential sectors of the industrial base, including manufacturing to increase production capacity; workforce development to address critical skill gaps and ensure a ready and capable labor force; energy storage and batteries to support next-generation operational requirements; microelectronics to secure trusted and resilient semiconductor supply chains; and chemicals and materials to ensure reliable access to critical inputs. These investments are further enabled through wartime production unit collaborations, which establish scalable, coordinated partnerships across government and industry to rapidly transition to surge production and meet national defense requirements. Office of Strategic Capital (OSC): The OSC serves as the DoW's internal investment bank and uses three tools to revitalize the industrial base underpinning the U.S. national defense: 1) its lending authorities; 2) its advisory services and role as the lead coordinator on deals, capital, and transaction structuring across the DoW; and 3) its ability to catalyze and crowd in private capital into critical areas. The $20.0 billion in credit subsidy funds will support the OSC's lending activities by providing debt financing for strategic investments in companies and projects to build industrial base capacity and capabilities that are essential to national defense, address economic chokepoints that threaten key supply chains, and support development of critical technologies. The OSC's mandatory request will be applied against the collective $200.0 billion in lending authority provided by Public Law 119-21, empowering the OSC to utilize that lending authority to provide critical capital to advance the Department's requirements. Acquisition Technology Modernization: The Department has allocated $1.9 billion to modernize its acquisition and technological capabilities, aiming to create a more responsive and efficient Warfighting Acquisition System. This funding will support key programs such as the Acquisition Transformation Support programs and the Nuclear Command, Control, and Communications (NC3) enterprise. Additionally, the funds will be used to provide supply chain risk management tools to at least 50 Major Defense Acquisition Programs by expanding the use of commercially available tools and private sector best practices. National Security Investment Fund (NSIF): The $1.0 billion for the NSIF offers the most robust and mission-effective structure to implement the President's vision as outlined in Executive Order 14196, A Plan for Establishing a United States Sovereign Wealth Fund. The fund will invest in and generate returns from foundational, often times dual-use technologies, that have long development cycles but also offer substantial long-term economic and national security benefits such as: defense industrial capacity; critical minerals; strategic assets and supply chains; energy generation; storage and transport; advanced manufacturing and scaled reshoring of technology; global communications; equipment and infrastructure; global logistics and access infrastructure supporting basing and overflight; artificial intelligence (AI) hardware and quantum computing; and advanced materials. The DoW approach to the NSIF is to request the necessary seed appropriations in FY 2027 and then not require any additional appropriations in the out years. The NSIF is designed to be capitalized by the proceeds from its asset monetization program and the returns generated from its initial investments. Global Resilience Initiative (GRI): The $896 million for the GRI includes $748 million for supply chain management in the Defense Logistics Agency (DLA) Defense Wide Working Capital Fund and $148 million to support DLA's Warstopper program ($143 million in Operation and Maintenance and $5 million in Procurement funds). The GRI mitigates the risk forward-deployed U.S. forces currently face in the early stages of a conflict until the industrial base can transition to a wartime production rate and operations tempo. The GRI ensures the Combatant Commands and Services have what they need during an increase in requirements until industry can meet an increased production requirement (surge). The Warstopper program decreases the time required to transition from lower to higher production levels with targeted investments aimed at preserving industrial capability to reduce risk. Together, the Warstopper and GRI funds address these crucial warfighter needs. Joint Energetics Transition Office (JETO): The $500 million for the JETO will be used for systems engineering and the rapid, full-scale prototyping of weapons systems with new energetic materials. The funding will also expedite the maturation and validation of advanced modeling and simulation tools and modernize test and evaluation activities to improve the quality of future qualification work. Economic Defense Unit (EDU): At the center of these investments is the EDU. The $189 million supports fully resourcing the organization that will serve as the central nervous system for the DoW's economic statecraft. The EDU's mission is to orchestrate a unified strategy by bringing together all of the Department's economic authorities and tools to defend against adversary actions and proactively build national economic power. The EDU acts as the strategic hub, identifying threats and vulnerabilities and then deploying the precise tool needed for the situation. It integrates the department's capabilities, ensuring that defensive actions are synchronized with offensive, nation-building investments. EDU Strategy Table: - Integrated Tool: Equity and Direct Investment - Originating Office / Authority: NSIF, DPA Investments, IBAS - Function Within EDU Strategy: Deploys patient capital to take ownership stakes, fund new factories, and build resilient domestic industries from the ground up. This is the primary "build and own" function. Section 2: Homeland Defense and Golden Dome for America Funds in this section focus on continued development of game-changing missile defense sensors, interceptors, and kinetic and non-kinetic capabilities that are necessary to defend the U.S. against ballistic, hypersonic, advanced cruise missiles, and other next-generation aerial attacks from peer, near-peer, and rogue adversaries. Golden Dome for America (GDA): These initiatives directly align with the 2026 National Defense Strategy mandate to build a resilient defense against growing missile threats. The FY 2027 request of $17,121 million for the Golden Dome for America Fund appropriation will create irreversible momentum for the GDA program, solidify the program's foundation, and lock in progress on these complex, long-lead time efforts, ensuring the delivery of a credible deterrent and a secure defense for the U.S. homeland. Homeland Defense Facilities: In addition to the direct GDA program requirements above, the FY 2027 request includes the associated $217 million in Defense-Wide Military Construction funding required to build a long-range, early-detection, over-the-horizon radar facility as part of a project funded in conjunction with the U.S. Air Force. The request also supports $190 million of unspecified minor military construction for smaller facility projects supporting homeland defense requirements across various locations. Advanced Shipbuilding Industrial Base and Future Ship Experimental: The $1,850 million in Navy RDT&E will be used to investigate a full spectrum of procurement options to attract more shipbuilding capacity into domestic shipyards and bring additional ships into the fleet – including studies of the ability of allied shipbuilding companies to build ships or components. This funding will be split into two separate study and procurement efforts targeting the fleet's future CruDes and Frigate inventories, respectively. Landing Ship Medium (LSM): The $1,698 million supports the purchase of six McClung Class LSMs for the Marine Corps. The LSM provides a highly maneuverable, mobile, independent, intra-theatre range ship to complement traditional amphibious warfare ships. Surface Ship Maritime Industrial Base: The $1,655 million will enhance productivity of the U.S. surface maritime industrial base through direct investments in high-risk suppliers, wages, priority shipyard infrastructure, and strategic sourcing. The funding will also procure the following ships to expand the domestic shipbuilding industrial base: • Fireboats: $273 million to purchase five fireboats, specialized boats for fighting shipboard and shoreline fires in Navy ports; • Special Mission Ship: $200 million to procure one special mission ship for U.S. Southern Command to support their counter-drug, manned, and unmanned deep-sea diving, rescue, salvage, and research missions; • Used Sealift: $130 million to purchase one Used Sealift Vessel for the Ready Reserve Fleet. Submarine Industrial Base Contract Incentives: The $1,440 million supports the Nuclear Shipbuilder Productivity Enhancements (NSPE), a direct investment in the nuclear shipbuilders General Dynamics Electric Boat (EB) and Huntington Ingalls Industries Newport News Shipbuilding (NNS). The EB and NNS are structured such that each shipyard produces specific components of each Virginia Class Submarine (VCS), which are then assembled. The Submarine Capacity and Long-Term Enhancement (SCALE) initiative will increase capacity and promote contracting competition by duplicating capabilities such that each shipyard is capable of independently producing most VCS components. This funding represents the FY 2027 increment in a multi-year investment that will be addressed in future President's Budgets. T-AH(X) Hospital Ships: The $650 million supports the purchase of one T-AH(X) Hospital Ship that will begin to replace current hospital ships USNS Comfort and USNS Mercy. An additional T-AH(X) ship is expected to be procured in a future President's Budget. Submarine Maritime Industrial Base (SIB): In addition to the FY 2027 discretionary request, the $206 million supports investments in the SIB to promote facilities investment and vendor qualification to improve industrial capacity and reduce construction schedule risk to achieve a "1+2" production cadence for Columbia Class Submarines and Virginia Class Submarines. These agreements ensure cost efficiency while maintaining production stability, enable predictable production rates by providing vendors with the assurance needed to scale production, and invest in infrastructure. The Department is employing innovative acquisition strategies to expand and accelerate industrial base capacity. These include contracting mechanisms that combine government funding with private capital to modernize and expand production facilities, incentivizing private sector investment while ensuring the government benefits from faster delivery schedules and reduced unit costs. Private investments are being directed toward upgrading existing facilities, building new production lines to meet increased demand, improving production efficiency, reducing lead times, and enhancing quality control.
