ASSESSMENT: The CFR had a clear T4-T8 development path, but T4 results were 2-3 orders of magnitude below fusion conditions. McGuire's 2016 US-Japan CT presentation (UCI): T4 (Investigate CFR plasma configuration) -> T5 (Demonstrate high Beta) -> T6 (Demonstrate high power 1 MW, high temperature 1 keV) -> T7 (Demonstrate reactor conditions with Deuterium plasma) -> T8 (Demonstrate ignited DT plasma <10 sec). Parallel sub-system development: plasma simulation, neutral beam heating, superconducting coils, internal coil support shielding, blanket design. T4 RESULTS (as of 2016): 482 shots, n = 10^16-10^17 m^-3 (target 10^19, 100-1000x below), Te = 10-25 eV (target 10,000+ eV, 400-1000x below), tauE = 4-100 microsec (target ms, 10-100x below), ECRH cut-off limited ionization to <10%. THE GAP: T4 was very early stage. T5 was supposed to demonstrate high Beta — the key physics regime. The 'cancellation' in 2020 would have been around T5/T6 stage. KEY QUESTION: Did CFR reach high Beta (T5) before cancellation? If T5 demonstrated high Beta, the key physics was proven and the program could have been transitioned to classified status. McGuire's continued employment (18+ years, 2023 patent, following Eos Atomics) suggests the physics was NOT a dead end.
