Registered as C15 in the CPW conceptual-weapons register (v0.7). A USAF-funded classified program of the 1950s–60s reportedly created and projected ball-lightning-like pulsed-train plasmoids. All technical content in the surviving record is redacted under b3 (10 USC 130), spanning pp. 33–40 of the carrier document, including Fig. 11 — 'Block Diagram of the Pulsed-Train Plasmoid Weapon Prototype System'. The CPW-04 corroboration chain runs through Franklin Mead (AFRL/PRSP Edwards AFB), whose 2006 DPF paper (C07) carries the one-line 'pulsed-train plasmoid weapons' application mention pointing upstream to this program; the responsible-person linkage and predecessor chain are documented but the program ITSELF remains independently uncorroborated. ADJUDICATION: in the CPW-07 analogy matrix C15 is deliberately UNGRADEABLE — redacted content cannot be scored against either target (Belitsky orb or MH370 three-orb). Any FOIA release re-opens its cells; until then it stands as the only register row whose classification is genuine (b3) rather than speculative. No patents surface (program predates the modern inventor-status census scope; no rights found). Standing caveat: compartmented programs are OSINT-invisible; this row's existence is documented while its content is not.

The determining office for the circa-2000 FOIA trace is ASSESSED as Eglin AFB FOIA (96 CS/SCSSIF) per Ravnitzky's 1 Sep 2000 Usenet notice; no release determination, case file, or copy of the document body has ever surfaced (bounded negative across 12+ source classes). Appeal 2010-00105-A (Ravnitzky, filed 3/31/2010) has no recorded final disposition — a 5-year gap in USAF FOIA logs (March 2010 - December 2014). The FY2000 DoD FOIA log's only plasmoid case, 00-F-2180 ('INFO ON PLASMOID WEAPONS'), was filed by Dominick Marciano, correcting Round 146's Ravnitzky attribution. AD339084 FOIA posture (R196/R210/R212): The Air Force has PARTIALLY PROCESSED the 1961 Aerojet report — case 2010-00105-A (Ravnitzky, received 2010-03-31) remains UNCLOSED ~16 years later: "Document is 49 years old, difficult to find someone to review for declassification." DELAY_01 (unreasonable-delay package, drafted NOT-FILED) documents the four-factor exceptional-circumstances failure and carries a file-ready OGIS mediation letter.

Ball Lightning Study identified (R196): AFRL-PR-ED-TR-2002-0039 (Eric W. Davis, May 2003, AFRL/PRSP Edwards, PE 62203F/Proj 4847, responsible: Franklin Mead), originally Distribution B–Critical Technology with retained destruction notice. Section 5.4, Figures 11-16 (including the Block Diagram of the Pulsed-Train Plasmoid Weapon) and references 210-211/241-243 are redacted under (b)(3)/10 USC 130 — which is EXPORT-CONTROL withholding, not nuclear (correction, R211), strengthening the FOIA_08 challenge.

Institutional bridge FOUND (R192): the ASD-TDR-63-29 (Eglin, Aug 1963) distribution list names AFWL Kirtland (WLL, WLL-3) plus ARPA — AFWL→Phillips Laboratory (1990)→AFRL co-authored with DIRD #3 author Jimmy Wells in 1994 (PL-TR-94-1065) and 1997 (UWB-SP3). The Eglin-1963→AFWL→AFRL→Wells/Voss continuity chain is now documented, not inferred.
