UAP Security Classification Guide (SCG ID#04-030)

The Navy ONI UAP Security Classification Guide (ID#04-030) is the first — and so far only — concrete specimen of the UAP classification ('ERASURE') architecture in the public record. It was signed 2020-04-16 after circulating for review from ~2020-03-27 (draft 2020-04-01, '3 April Suspense'), classified throughout drafting TOP SECRET//NOFORN. Its stated purpose is 'identifying specific topics of information associated with the Office of Naval Intelligence, Unidentified Aerial Phenomenon (UAP) Task Force that meet the standards and criteria for classification and protection in accordance with Executive Order 13526.' Its mission framing: 'detect, analyze, catalog, consolidate and exploit advanced non-traditional aerospace vehicles posing an operational threat to U.S. National Security and avoid strategic surprise.' Section 3 establishes derivative classification: UAP information collected through classified sources/methods inherits the HIGHER of this guide's level or the source/method guide's level — 'information about UAP designated herein as SECRET/IREL FVEY may well be TOP SECRET//NOFORN due to the sources or methods through which the UAP information was collected.' Campaign 136+ Round 177 full-text mining (14,623 chars) found ZERO plasma/directed-energy/pulsed-power references in the unredacted text; the enumerated classification topics after Section 3 are a massive (b)(1)(B) redaction block. The OSD(PA) Briefing Card states: 'Except for its existence, and the mission/purpose, virtually everything else about the UAPTF is classified, per the signed Security Classification Guide (SCG).' Round 178: the Joint Staff GENADMIN (24-F-0067, DTG 191452ZMAY23 = 19 May 2023) references 'the Unidentified Anomalous Phenomena Security Classification Guide (SCG), other SCG' — ASSESSED as non-UAP-specific source/method SCGs applied via derivative classification (candidates: NRO IPCG, NGA CoNGA, NSA/CSS SIGINT guides, DIA SCGs); DoDM 5200.45 confirms Top Secret/SCI/SAP SCGs are excluded from the DTIC index and thus structurally invisible to public search. FY2026 NDAA §1673 ordered AARO to enumerate exactly these guides; the accounting was never produced (deadline ~2026-06-16 lapsed).

Full structure (R200): the release is 14 PDF pages = 3-page FOIA letter + TBV cover + 10-page record (9 SCG pages + DD Form 2024). Corrections to R177: the form is DD Form 2024 (not 2518); SAR block UNCHECKED, SAP=NO; TS ceiling. Pixel-level redaction geometry: 14 page banners, 6 (b)(6) signature blocks, 4 (b)(6) form blocks, 4 (b)(1)(B) content blocks. REMARKS-column gridlines survived: 17 redacted topic rows across a 5-category decimal scheme (1 Identification / 2 Mission / 3 Intelligence Collection-Exploitation-Analysis-Products / 4 [redacted] / 5 Relationships), levels U→TS. Both mandatory review dates (2025-04-16 / 2025-05-15) LAPSED with zero revisions. DON FOIA authority: SECNAVINST 5720.42G + 32 CFR Part 701 (5510.36B is the info-security program — R211 correction).

012661 mapped (R210/R216): the SCG was cited wholesale (zero category mapping) for the blanket (b)(1) denial of 78 UAP-designated photographs (DON-NAVY-2022-012661; Greenewald/Black Vault, filed 2022-09-08; IDA denial 2024-11-13 timed to the "Exposing the Truth" hearing; JAG denied the appeal 2026-02-24, 2026-NavyAPPEAL-000123). The JAG letter concedes SME consultation + a "board for classification" reviewed the photos — enumeration artifacts exist (FOIA_11 drafted NOT-FILED). The appeal was filed ONE YEAR late and adjudicated on the merits with zero timeliness language — the 90-day rule (SECNAVINST 5720.42G Enc.3 para.11.a) is WAIVABLE (waiver-by-conduct; good-cause hook 32 CFR 701.12(l)(2); Part 701 now [Reserved]) — APPEAL_01 re-opened nunc pro tunc (R212). Guide-timing defect (R213): the Navy's ISCAP-approved declassification guide is frozen at 2018-12-03 across all ISOO Notices (live register proves non-amendment) AND is ~2yr 8mo past its mandatory 5-year update — no registered §3.3 vehicle exists for a 2020 SCG; an exemption is currently impossible (window opens ~2040).
