Abstract

This report presents the findings of an open-source intelligence (OSINT) investigation into Japan's Field-Reversed Configuration (FRC) research, directed energy weapons (DEW) programs, and the PLASMAGIC pulsed power project. The investigation maps a network of 48 entities and 74 relationships, revealing a nation that leads the world in academic FRC research outside the United States and China, maintains active railgun and laser DEW programs, and operates a major international tokamak — yet has no evidence of compact toroid or plasma orb weapons development.

The investigation identifies several interconnected components of Japan's plasma physics and directed energy landscape. The first is the FAT-CM (FRC-Collisional Merging) device at Nihon University, representing the leading academic FRC research program globally. FAT-CM employs collisional merging formation with a 0.8-meter diameter confinement vessel, achieving plasma velocities of approximately 300 to 500 km/s and electron densities on the order of 1 × 10^21 m^-3. This is a civilian fusion research device, not a weapons platform. The JT-60SA tokamak, jointly operated with the European Union, represents Japan's major fusion energy program and is one of the world's largest tokamaks.

The second component is Japan's directed energy weapons programs. Japan has developed a railgun tested at 2,297 m/s (approximately Mach 7), sea-tested in October 2023 aboard the JS Asuka. A 100 kW-class high-energy laser (HEL) system is under development. The Japan-US high-power microwave (HPM) cooperation agreement of July 15, 2024 extends Japan's DEW collaboration to the United States. These are conventional directed energy systems — not plasma orb weapons.

The third component is the PLASMAGIC project, funded by ATLA (Acquisition, Technology and Logistics Agency) at approximately 200 million yen (about $1.3 million) for FY2026. PLASMAGIC is an explosive-driven magnetohydrodynamic (MHD) generator designed to produce pulsed power for EMP munitions. Despite its name, PLASMAGIC is not a plasma orb weapon — it is a pulsed power system that generates electricity from explosively driven plasma, not a weapon that creates or directs plasma as an offensive mechanism.

The fourth component is the Ohtsuki and Ofuruton ball lightning research. The 1991 Nature paper by Y. H. Ohtsuki and H. Ofuruton on microwave-generated ball lightning (2.45 GHz, 5 kW) remains a foundational academic contribution to ball lightning research. This was a civilian plasma physics experiment demonstrating that microwave energy can create luminous plasma spheres in the laboratory — a phenomenon related to but distinct from plasma orb weapons concepts.
