The country's voluntary nuclear disarmament, its commitment to nonproliferation, and its conversion of military nuclear infrastructure to civilian research use provide the political and institutional framework within which the NNC and KTM tokamak operate. Kazakhstan's fusion research is conducted within a civilian mandate that is reinforced by the country's nonproliferation commitments and IAEA oversight.
2.2 Absence of Directed Energy Weapons Programs
The investigation found no evidence of directed energy weapons programs in Kazakhstan. The country's defense research and development infrastructure does not include high-energy laser (HEL) programs, high-power microwave (HPM) weapons development, electromagnetic pulse (EMP) weapons research, or any plasma-based weapons initiatives. Kazakhstan's defense technology base is limited and oriented toward conventional military capabilities.
Kazakhstan's defense spending is modest by global standards, reflecting the country's focus on economic development, regional stability, and counterterrorism rather than advanced weapons development. The Kazakh military is equipped primarily with Soviet-era legacy systems and modern Russian exports, with limited indigenous defense R&D capability. The country does not maintain a defense industrial base capable of developing plasma weapons or directed energy systems.
This finding is based on a comprehensive search of publicly available defense procurement records, Kazakhstan Ministry of Defense budget documents, international arms transfer databases (SIPRI), and IAEA documentation. No Kazakh defense contractor, military research institute, or government agency has been identified as conducting plasma weapons research or directed energy weapons development.
2.3 No Plasma Weapons Connection
A central question of this investigation is whether Kazakhstan's KTM tokamak research at the NNC has any connection to weapons development. The evidence is clear: it does not. The KTM tokamak program is a civilian fusion materials testing initiative conducted under NNC authority and IAEA oversight. There is no military sponsor, no defense application, and no classified component to the program.
The KTM tokamak was developed through bilateral cooperation with Russia, specifically with the Efremov Scientific Research Institute of Electrophysical Apparatus (NIIEFA) in Saint Petersburg. This cooperation is conducted within the framework of civilian nuclear research agreements between Kazakhstan and Russia and is transparent to the IAEA. The Russian cooperation involves civilian fusion technology transfer — tokamak design, component supply, and scientific exchange — not weapons technology transfer.
While Kazakhstan's nuclear inheritance from the Soviet era provides a foundation of nuclear expertise, this expertise has been deliberately redirected toward civilian applications. The NNC's research is focused on nuclear safety, radiation protection, environmental remediation, and fusion materials testing — all civilian research areas. There is no evidence of any effort to apply this expertise to plasma weapons development.
2.4 Defense Industrial Base Assessment
Kazakhstan's defense industrial base is limited and primarily oriented toward maintenance of legacy Soviet military equipment and limited production of small arms and ammunition. The key elements include:

The country's voluntary nuclear disarmament, its hosting of the IAEA Low Enriched Uranium Bank (established 2017 in Oskemen), and its active participation in international nonproliferation initiatives provide a robust framework ensuring that Kazakhstan's nuclear and fusion research remains civilian-oriented.
The IAEA's oversight of Kazakhstan's nuclear activities, including the NNC's research facilities and the Semipalatinsk legacy site, provides international verification of the civilian nature of Kazakhstan's nuclear research program. This oversight extends to the KTM tokamak, which operates within the framework of Kazakhstan's IAEA safeguards agreements and bilateral nuclear cooperation arrangements.
