3. International Cooperation and Strategic Position
This chapter examines Spain's international cooperation frameworks and strategic position in the global plasma physics and fusion research landscape. The analysis draws upon the network graph of 6 entities and 5 relationships, focusing on Spain's role within the EUROfusion consortium, its bilateral research collaborations, and its position in European defense cooperation through PESCO.
3.1 EUROfusion Spain: The European Fusion Framework

3.5 Spain's Position in the Global Fusion Landscape

The country's TJ-II flexible heliac stellarator provides unique data on 3D magnetic confinement physics that complements research from other stellarator programs worldwide. Spain's focus on stellarator physics gives it a specialized niche within the European fusion research portfolio.
However, Spain's fusion research output is modest in scale. The TJ-II device is a medium-scale stellarator, smaller than Wendelstein 7-X (Germany) and LHD (Japan). Spain's total fusion research budget is a fraction of those of the major European programs (Germany, France, Italy, UK), and the country's contribution to the global fusion effort is primarily through specialized stellarator expertise rather than large-scale reactor development.
3.6 No Connection to Plasma Weapons Networks
A critical finding of this investigation is the complete absence of any connection between Spain and the global plasma weapons technology networks tracked in the main US research paper. The main investigation identifies technology transfer pathways between the US (MARAUDER/FRCHX/CFR lineage), Russia (Avramenko/Avangard/Stupitskiy lineage), and China (CAE/HFRC/Military-Civil Fusion lineage). Spain appears nowhere in these networks.
