The investigation sought to identify any military applications of plasma physics, directed energy weapons development, or defense industrial capabilities that could connect Switzerland's fusion research to weapons programs. The findings are definitive: no such programs exist.
2.1 RUAG Defense: Conventional Defense Technology
RUAG (RUAG Holding AG, est. 1998, restructured as RUAG International in 2020 with defense operations transferred to armasuisse in 2022-2024) is Switzerland's primary defense technology company. Historically, RUAG developed and supplied defense products including ammunition, armored vehicles, aerospace components, and simulation systems to the Swiss military and international customers. Following a strategic reorganization, RUAG's defense operations are being transferred to government ownership under armasuisse, with RUAG International focusing on civilian aerospace and space technology.

The company does not conduct plasma physics research, does not develop directed energy weapons, and has no organizational connection to EPFL's Swiss Plasma Center or the TCV tokamak.
2.2 armasuisse: Defense Procurement and Technology
armasuisse (Swiss Federal Office for Defense Procurement, armasuisse Wissenschaft und Technologie / Science and Technology division) is the Swiss government agency responsible for defense procurement, technology assessment, and defense research. armasuisse's Science and Technology (S+T) division conducts technology monitoring, feasibility studies, and research projects to support Swiss military capability development.

While armasuisse S+T monitors directed energy weapons developments internationally as part of its technology foresight mission, there is no evidence that armasuisse conducts plasma weapons research, develops directed energy weapons, or has any program to apply plasma physics to military applications. armasuisse's DEW-related activities are limited to technology monitoring and assessment, not development.
2.3 Absence of Directed Energy Weapons Programs
The investigation found no evidence of directed energy weapons programs in Switzerland. The country's defense research and procurement infrastructure, centered on armasuisse and the transitioning RUAG defense operations, does not include high-energy laser (HEL) weapons development, high-power microwave (HPM) weapons research, electromagnetic pulse (EMP) weapons programs, or any plasma-based weapons initiatives. Switzerland's defense technology base is oriented toward conventional military capabilities appropriate to its neutral status and territorial defense posture.
This finding is based on a comprehensive search of publicly available defense procurement records, Swiss federal defense budget documents, armasuisse technology assessment publications, and international arms transfer documentation. No Swiss defense contractor, military research institute, or government agency has been identified as conducting plasma weapons research or directed energy weapons development derived from plasma physics.
2.4 No Plasma Weapons Connection
A central question of this investigation is whether Switzerland's TCV tokamak research at the Swiss Plasma Center has any connection to weapons development. The evidence is clear: it does not. The Swiss Plasma Center's research is conducted within the EUROfusion framework, is funded through civilian science budgets (EPFL, Swiss National Science Foundation, EUROfusion), and produces no weapons-relevant outputs.
The separation between EPFL's fusion research and Switzerland's defense technology establishment is institutional and organizational. EPFL is a civilian federal institute of technology under the Federal Department of Economic Affairs, Education and Research. armasuisse is a defense procurement agency under the Federal Department of Defense, Civil Protection and Sport. There is no institutional mechanism, funding pathway, or personnel exchange that connects the two domains in the context of plasma weapons development.
TCV's research on plasma shape effects, ECRH heating, and edge plasma physics is fundamentally oriented toward optimizing tokamak configurations for fusion energy production. This research has no application to plasma weapons concepts tracked in the main investigation — the compact toroid, spheromak, and plasma railgun concepts of the US, Russian, and Chinese programs involve fundamentally different plasma physics regimes.
2.5 Defense Industrial Base Assessment
Switzerland's defense industrial base is modest, reflecting the country's permanent neutrality and territorial defense orientation. The key elements include:
