Based on this recommendation, the Army Research Office funded a project for MIT to study the stability and energy loss of the EST. The BMDO STTR contract (with DTRA as technical representative) continued the study and demonstrated experimental scaling. Dr. Chiping Chen of MIT independently derived and confirmed the physics, publishing in Physics of Plasmas (2001). The BMDO SBIR award (BMDO97T003) stated the ESTS presents 'an extraordinary opportunity to obtain a breakthrough in capabilities for missile defense systems' with 'Directed Energy: Pulses of 100 megajoules in one microsecond.' EPS projected a 600,000 m/s air/missile-defense beam engaging a target 100 km away in under one second. A NASA technical review (NASA/CR-2000-210654) challenged absolute stability and energy-density claims, finding the ion fluid fundamentally unstable, though noting 'undeniable experimental evidence that some type of plasma structures whose characteristics remain to be determined are observed.' Seward published the IEEE Access paper in 2014 demonstrating 600+ ms stability. A continuation patent (US10201070) was issued in 2019.
