TIMELINE: 2011 — DHS Under Secretary S&T (Tara O'Toole) established Kona Blue as PSAP based on 'claims that relevant information and material existed,' congressional interest, homeland security impacts. 6 months later — Deputy Secretary DHS disapproved as SAP, directed immediate termination: 'inadequate justification, insufficient supporting information (personnel, budget).' Senators Reid, Inouye, Stevens, Lieberman involved. AARO: 'No data or material transferred to or collected by DHS under Kona Blue.' 'No extraterrestrial craft or bodies were ever collected — only assumed to exist by advocates.' CRITICAL AARO ADMISSION: 'AARO confirmed the existence of one IC CAP that was unnecessarily expanded in 2021 to include a UAP reverse-engineering mission.' 2021 CAP expansion = same year Building 648 opened (SCIF/SAP/SAR).
