2. Defense and DEW Programs
This chapter examines Canada's defense and directed energy weapons (DEW) programs. Canada's defense research is conducted primarily through Defence Research and Development Canada (DRDC), the national defense research agency. The investigation found that Canada's DEW programs are limited in scope and do not include plasma weapons development of any kind.
2.1 DRDC: Defence Research and Development Canada
DRDC (Defence Research and Development Canada) is Canada's lead defense research agency, reporting to the Department of National Defence. DRDC operates research centers across Canada and conducts research in areas including weapons systems, sensors, armor, counter-terrorism, and emerging technologies. DRDC's directed energy research is limited and focused on defensive applications rather than offensive weapons development.

DRDC's DEW research has historically included studies of high-energy laser (HEL) effects on materials, laser warning systems, and countermeasure development. Canada's defense research priorities have traditionally emphasized Arctic sovereignty, maritime surveillance, and counter-terrorism over directed energy weapons development.
2.2 Absence of Plasma Weapons Programs
The investigation found no evidence of plasma weapons programs in Canada. Neither DRDC nor any Canadian defense contractor has been identified as conducting plasma orb weapons research, plasma projectile development, plasma confinement for weapons purposes, or any other plasma-based weapons program. Canada's defense technology base does not extend into the plasma weapons domain.
This finding is based on a comprehensive search of publicly available defense procurement records, DRDC program documentation, Canadian military technology announcements, and international arms transfer documentation. No Canadian defense contractor, military research institute, or government agency has been identified as conducting plasma weapons research or development.
2.3 The General Fusion Dual-Use Question
A critical question for this investigation is whether General Fusion's MTF technology has dual-use potential that could be relevant to plasma weapons development. MTF involves the compression of plasma toroids using mechanical pressure, achieving extreme temperatures and densities. This process has superficial similarities to some weapons physics concepts, particularly the compression of plasma to high energy density states.
However, the investigation concludes that General Fusion's MTF technology does not constitute a plasma weapons program and does not have demonstrated weapons applications. The key distinctions are:
- Civilian mission: General Fusion is a commercial company with a mission to develop fusion power for electricity generation. Its investors, board, and corporate governance are oriented toward commercial energy markets, not defense applications.
- Technology characteristics: MTF uses mechanical piston-driven compression of plasma within a liquid metal cavity — a slow, repetitive process designed for sustained energy production, not the rapid, single-shot energy release characteristic of weapons.
- No military sponsorship: There is no evidence of DRDC, the Canadian Department of National Defence, or any foreign military organization funding or directing General Fusion's research.
- Transparency: General Fusion operates openly, publishes research results, and participates in international fusion research conferences. This transparency is inconsistent with a classified weapons program.
2.4 Defense Industrial Base
Canada's defense industrial base includes companies such as CAE (simulation and training), L3Harris Technologies Canada (communications and sensors), and General Dynamics Land Systems Canada (armored vehicles). None of these companies are known to conduct plasma weapons research or directed energy weapons development. Canada's defense procurement is focused on conventional military capabilities, including fighter aircraft (F-35 acquisition), naval vessels, and ground vehicles.
The absence of a significant DEW industrial base in Canada contrasts with the country's strong commercial fusion research base through General Fusion. This asymmetry — strong commercial fusion, weak defense DEW — reflects Canada's national priorities, which emphasize civilian technology development and international defense cooperation over indigenous weapons development.
