3. International Cooperation and Strategic Position

This chapter examines Canada's international cooperation frameworks and strategic position in the global plasma physics, fusion research, and directed energy weapons landscape. Beyond government-to-government defense cooperation, General Fusion maintains international partnerships relevant to fusion research. The company has collaborated with US national laboratories, including Los Alamos National Laboratory and Lawrence Livermore National Laboratory, on plasma physics research relevant to MTF development. General Fusion has also participated in international fusion research forums and has established partnerships with research institutions in the UK, Japan, and other countries.

These partnerships are entirely civilian in nature and are focused on advancing MTF technology for commercial fusion power. There is no evidence that General Fusion's international collaborations involve weapons research, classified defense applications, or plasma weapons technology transfer.

Assessment: Canada's international cooperation profile includes defense technology sharing through AUKUS, Five Eyes, and TTCP, as well as civilian fusion research collaborations through General Fusion. 3.4 No Connection to Plasma Weapons Networks
