Abstract

This report presents the findings of an open-source intelligence (OSINT) investigation into India's plasma physics, fusion research, and directed energy weapons ecosystem. The investigation maps a network of 34 entities and 50 relationships, revealing a nation with substantial civilian fusion infrastructure and an active laser directed energy weapons (DEW) program, but no evidence of plasma orb weapons development.

The investigation examines India's fusion research infrastructure centered on the Institute for Plasma Research (IPR) and its ADITYA-U and SST-1 tokamaks, its directed energy weapons programs under the Defence Research and Development Organisation (DRDO) including the Laser Science and Technology Centre (LASTEC), the Centre for High Energy Systems and Sciences (CHESS), and the Terminal Ballistics Research Laboratory (TBRL), its ITER-India contributions, and the institutional architecture connecting the Department of Atomic Energy (DAE), Bhabha Atomic Research Centre (BARC), and the Council of Scientific and Industrial Research (CSIR). The analysis draws upon publicly available information including academic publications, government funding records, defense industry documentation, patent filings, and international cooperation agreements.
