This research paper presents an open-source intelligence (OSINT) investigation into Israel's directed energy weapons capability, academic plasma physics research, and nuclear research infrastructure. Drawing upon a network graph of 53 entities and 130 relationships, the investigation establishes a critical negative finding: Israel's directed energy capability is laser-based, not plasma-based. There is no evidence of Israeli compact toroid or plasma orb weapons development.

Israel occupies a distinctive position in the global directed energy landscape. Rafael Advanced Defense Systems, co-developing the Iron Beam system with Elbit Systems as laser source provider, has delivered a 100-kilowatt-class high-energy laser weapon system (HELWS) to the Israel Defense Forces in 2025. This is a fiber solid-state laser system, not a plasma weapon. The Technion Aerospace Plasma Laboratory conducts fundamental plasma research including high-power microwave generation and underwater wire explosion experiments producing megabar pressures. Critical Negative Finding

Despite extensive investigation of Israel's plasma physics research ecosystem — including the Technion Aerospace Plasma Laboratory, Soreq Nuclear Research Center, Rafael Advanced Defense Systems, Elbit Systems, and IAI — no evidence of Israeli compact toroid or plasma orb weapons development has been identified. Israel's operational directed energy capability is the Iron Beam laser weapon system, a high-energy laser weapon system using fiber solid-state laser technology.
