Abstract
This report presents the findings of an open-source intelligence (OSINT) investigation into Israel's directed energy weapons capability, academic plasma physics research, and nuclear research infrastructure. Drawing upon a network graph of 53 entities and 130 relationships, the investigation maps three interconnected pillars of Israel's plasma and directed energy ecosystem: the Technion Aerospace Plasma Laboratory, Israel's primary academic plasma physics research center; the Soreq Nuclear Research Center and its connection to the Negev Nuclear Research Center at Dimona through the Israel Atomic Energy Commission; and the defense-industrial ecosystem comprising Rafael Advanced Defense Systems, Israel Aerospace Industries (IAI), and Elbit Systems.
The central finding of this investigation is a critical negative: Israel's operational directed energy capability is laser-based, not plasma-based. Rafael's Iron Beam, a 100-kilowatt-class high-energy laser weapon system (HELWS) co-developed with Elbit Systems as the laser source provider, was delivered to the Israel Defense Forces in 2025. This is a fiber solid-state laser system designed for short-range air defense against rockets, mortars, and drones. It is not a plasma weapon.
