Pakistan's defense technology ecosystem includes the National Engineering and Scientific Commission (NESCOM), a major defense electronics and weapons development organization. However, Pakistan's directed energy weapons (DEW) programs are not well-documented in open sources. This chapter examines the available evidence for Pakistan's DEW capabilities and the relationship between its nuclear weapons program and fusion research.
2.1 NESCOM and Defense Electronics
NESCOM is Pakistan's National Engineering and Scientific Commission, responsible for defense electronics, missile systems, and strategic weapons development. NESCOM has developed various conventional weapons systems for Pakistan's armed forces. However, no specific directed energy weapons programs have been publicly attributed to NESCOM in open-source materials.
The absence of documented DEW programs at NESCOM is notable given Pakistan's regional security concerns, particularly the threat of drone swarms and the ongoing arms competition with India's DRDO DEW programs. Pakistan may have classified DEW research, but no open-source evidence supports this speculation.
2.2 Nuclear Weapons Program and Dual-Use Fusion Research
Pakistan's Nuclear Weapons Program (est. 1972) is the primary strategic driver of the country's advanced physics research. The nuclear weapons program creates dual-use fusion research infrastructure and stockpile stewardship requirements, which in turn enable the ICF Theory Program at PINSTECH. The connection between nuclear weapons development and fusion research is direct: the ICF theoretical research is explicitly oriented toward stockpile stewardship simulation.

2.3 EMP and Electromagnetic Warfare Considerations
Pakistan has not publicly announced electromagnetic pulse (EMP) weapons or high-power microwave (HPM) weapons programs. Unlike India, which has publicly demonstrated HPM DEW systems and confirmed an E-bomb program, Pakistan has not disclosed comparable capabilities. The theoretical ICF research at PINSTECH may include electromagnetic effects modeling relevant to nuclear EMP, but this is distinct from dedicated DEW development.
