9.1 The Converging Programs

Multiple classified programs are converging on operational milestones in approximately 2028. This convergence is not coincidental — it reflects a coordinated technology maturation timeline spanning the transition of the CFR program to classified status in 2020 through to platform integration in 2028.

9.2 What the 2028 Convergence Represents

9.2.1 Platform ($1.6 Billion Aeronautics)

The CFR successor aircraft — a fusion-powered aerospace vehicle using FRC plasma for propulsion. Building 648 at Palmdale, California, houses the continuation of the CFR program. Key personnel (McGuire, Font, Qerushi) remain at Lockheed Martin. This is assessed as the "generation-after-next" air platform, beyond the F-47 NGAD — a vehicle that does not require conventional fuel, can operate at hypersonic speeds, and may utilize plasma sheath technology for stealth.

9.2.2 Weapons ($1.4 Billion MFC)

The plasma weapon / orb weapon system — the MARAUDER successor. The statement that this program "flips positive about 2028" means it transitions from research and development to production. This is the program that creates the UAP orbs — the plasma structures observed in the MH370 footage and reported in the AARO FY2023 data.

9.2.3 Intelligence (Immaculate Constellation)

The UAP observation collection program, created in 2017, collects infrared, FLIR, and full-motion video of the Weapons Program's outputs. This program exists to document and analyze the performance of US plasma weapons systems — the "orbs" that are observed as UAPs are the products of the classified weapons program.

9.2.4 F-47 NGAD (Public Cover)

Boeing's conventional sixth-generation fighter provides public cover for the classified programs. First flight targeted for 2028, with $5 billion requested for FY2027 and $3.4 billion for FY2026. The F-47 incorporates "80% of sixth-generation capability" into the F-35, providing a visible conventional advancement while the real capabilities remain classified.

9.2.5 Eos Atomics (Supply Chain)

Neutral Beam Injection (NBI) deliveries by 2028 — the fusion supply chain maturing. NBI is the same technology the CFR used for plasma heating. Eos Atomics has a $200 million Letter of Intent and is building a 0.5 MW First-Of-A-Kind (FOAK) demonstrator. The commercial supply chain for fusion components reaching maturity in 2028 enables the transition from prototype to production for the classified programs.

9.5 Patent Secrecy Orders

Corroborating evidence for accelerating classification of fusion and propulsion technology comes from the patent secrecy order data. In FY2024, Type 2 (classified/classifiable) secrecy orders spiked from 8 to 94 — an 11.75× increase. The Navy and Air Force dominate, accounting for 78% of all secrecy orders. This spike indicates that a large number of patent applications in fusion and propulsion technology are being classified, preventing public disclosure of technologies that are approaching operational status.
