13. The Complete SAP Lifecycle Model
This chapter synthesizes the complete SAP lifecycle model — the central output of this investigation. The model spans 45 years (1978-2023) and six phases, from the Soviet origin of the technology assessment framework through the post-SAP fraud that resulted from the termination of the informal cut-out.
Phase 1: Official AAWSAP Program (2007-2012)
