Abstract

This report presents the findings of an open-source intelligence (OSINT) investigation into France's plasma physics, fusion research, and directed energy weapons ecosystem. The investigation maps a network of 54 entities and 77 relationships, revealing a nation with deep expertise in both civilian fusion energy and military laser systems, but critically, no evidence of plasma orb weapons development.

The country hosts the ITER project at Cadarache, operates the Laser Megajoule (LMJ) inertial confinement fusion facility for nuclear weapons stockpile stewardship, and maintains an active directed energy weapons program centered on the HELMA-P laser system and the SYDERAL next-generation laser demonstrator.
