The country hosts ITER, maintains bilateral nuclear cooperation agreements with both the United States and the United Kingdom, and participates in the PESCO Directed Energy Weapons System (DES) program. These international linkages represent the primary channels through which technology transfer, personnel exchange, and collaborative research occur.
3.1 US-France Stockpile Stewardship Agreement
The US-France Stockpile Stewardship Agreement, signed in 2002, is a government-to-government agreement enabling extensive collaboration on unclassified plasma physics research supporting nuclear weapons stockpile stewardship. The agreement connects CEA/DAM with three US national laboratories: LLNL (Lawrence Livermore, est. 1952), LANL (Los Alamos, est. 1943), and SNL (Sandia, est. 1948), all operated by DOE/NNSA. The agreement is co-chaired by Olivier Vacus (CEA/DAM) and Njema Frazier (DOE/NNSA), with coordination by Jason Harke, James Colgan, Thomas Mattsson, and Cyrille De Saint Jean.
This agreement represents the densest cluster of relationships in the French network graph, with 11 connections linking CEA/DAM to US nuclear weapons laboratories. The collaboration focuses on ICF code validation, hohlraum physics, and high-energy-density plasma experiments, with LMJ and NIF serving as complementary experimental platforms.
3.2 TEUTATES Treaty: Franco-British Nuclear Cooperation
The TEUTATES Treaty, signed at Lancaster House on November 2, 2010, establishes Franco-British joint cooperation on nuclear weapons technology. The treaty governs the shared EPURE hydrodynamic radiography facility at Valduc, which uses sub-critical plutonium experiments to study material behavior under explosive compression. The AWE (Atomic Weapons Establishment, est. 1950) at Aldermaston is the UK partner in this arrangement, with CEA/DAM collaborating on EPURE operations since 2010.
The TEUTATES Treaty represents one of the deepest bilateral nuclear weapons cooperation agreements between two NPT-recognized nuclear weapons states, creating a shared experimental infrastructure for stockpile stewardship.
3.3 European Fusion Cooperation: ITER, F4E, and EUROfusion
France's role in European fusion cooperation is anchored by its position as ITER host nation:
- ITER (est. 1988): Hosted at CEA Cadarache, managed by Agence ITER France (created by CEA in 2003, led by Francois Jacq). France provides the construction site and significant in-kind contributions.

TALOS involves 16 participants from 9 countries for laser effector development, representing a broader European collaboration in laser DEW technology extending beyond the PESCO DES framework.
3.6 Atos-Bull Supercomputing Partnership
Atos-Bull (est. 1996) provides supercomputing systems for the TGCC high-performance computing collaboration with CEA/DAM. This partnership supports the TROLL 3D code validation pipeline by providing computational infrastructure for nuclear weapons simulation.
