2. Defense and DEW Programs

France's directed energy weapons programs are exclusively laser-based, with no evidence of plasma weapons development. The DGA (Direction Generale de l'Armement) leads French DEW procurement, operating the HELMA-P counter-drone laser system and contracting for the SYDERAL next-generation laser demonstrator. France's defense industry base, including CILAS, MBDA, Thales, Safran, and Lumibird, provides indigenous laser weapons development capability. The CEA/DAM nuclear weapons simulation program, while involving high-energy-density plasma physics through LMJ, is directed at stockpile stewardship rather than weapons development.

2.1 HELMA-P: Operational Laser Counter-Drone System

HELMA-P (High Energy Laser for Multiple Applications - Power), developed by CILAS and operated by DGA since 2020, is France's operational laser directed energy weapon. The system is a 2 kW-class laser mounted on a 2-axis turret, designed for counter-drone defense with an effective range exceeding 1 km. HELMA-P achieved operational deployment at the Paris 2024 Olympics, marking the first use of a laser DEW system for security at a major international event. The system has demonstrated successful engagement of small unmanned aerial systems in multiple DGA test campaigns.

HELMA-P represents a relatively low-power laser DEW compared to systems like the UK's DragonFire (50 to 100 kW) or Germany's naval laser demonstrator (approximately 20 kW), reflecting France's focus on the counter-drone mission rather than broader anti-ship or anti-missile applications.

2.2 SYDERAL: Next-Generation High-Power Laser Demonstrator

SYDERAL (Systeme Laser de Defense de Nouvelle Generation), ordered by DGA in August 2025, is a high-power laser demonstrator targeting tens of kilowatts of output power by 2030. The program is developed by a consortium of six French defense companies: MBDA, Thales, Safran, CILAS, and Lumibird. Lumibird was awarded a 10 million euro contract in 2024 with CILAS to develop scalable laser sources for SYDERAL beam combining.

SYDERAL represents France's effort to scale from the HELMA-P counter-drone system to a higher-power laser DEW capable of engaging a broader range of threats. The program is in the demonstrator phase, with operational deployment expected in the 2030 timeframe.

2.3 CEA/DAM Nuclear Weapons Simulation Infrastructure

CEA/DAM (Direction des Applications Militaires), established in 1958, operates France's nuclear weapons simulation program across five military centers: CESTA (Bordeaux, hosting LMJ), DIF (Bruyeres-le-Chatel, warhead design), Valduc (EPURE hydrodynamics), Le Ripault (energetic materials), and Le Barp (LMJ/PETAL support). CEA/DAM operates the France Simulation Program established in 1996 after France ended nuclear testing, using LMJ ICF experiments and TROLL 3D code simulations to guarantee nuclear warhead reliability and safety.

EPURE, operational since 2010 at Valduc, is a hydrodynamic radiography facility using plutonium in sub-critical quantities to study material behavior under explosive compression. EPURE is shared with the UK under the TEUTATES Treaty and represents Franco-British nuclear weapons cooperation.

Classification Note: CEA/DAM's plasma physics activities at LMJ and EPURE are classified as Established nuclear weapons stockpile stewardship programs. These facilities produce high-energy-density plasma conditions for diagnostic and simulation validation purposes. The investigation finds no evidence that CEA/DAM is developing plasma orb weapons. All CEA/DAM plasma physics research is directed at maintaining the existing nuclear arsenal through simulation, not developing new weapons categories.

2.4 Defense Industry Base

France's laser DEW industrial base comprises five major companies:

  • CILAS (established 2007): French laser company developing HELMA-P and participating in SYDERAL. CILAS also leads the European TALOS project under the EU PADR program.
  • MBDA (established 2001): European missile manufacturer consortium member developing SYDERAL.
  • Thales (established 1893): French defense electronics company participating in SYDERAL laser demonstrator development.
  • Safran (established 2005): French aerospace and defense company participating in SYDERAL through Safran Electronics and Defense.
  • Lumibird (established 2017): French laser company awarded 10 million euro contract for SYDERAL laser source development.

2.5 DGA Maîtrise NRBC

DGA Maitrise NRBC, established in 2003, is France's national reference center for nuclear, radiological, biological, and chemical defense. While not a DEW program, this center manages nuclear weapons effects analysis and protection, connecting to CEA/DAM's plasma physics expertise through EMP hardening research under the ASTRID program.

Assessment: France's DEW programs are Established as exclusively laser-based. HELMA-P is operational at the 2 kW level for counter-drone missions, while SYDERAL targets tens of kilowatts by 2030. The CEA/DAM nuclear weapons simulation program uses ICF plasma physics for stockpile stewardship, not weapons development. No evidence of plasma orb weapons, electromagnetic launchers, or non-laser plasma weapons was found across any of the 54 mapped entities. France's defense plasma physics activities are confined to EMP hardening (ASTRID/DIOMEDE-2) and nuclear weapons simulation (LMJ/EPURE).
