2. Defense and DEW Programs

This chapter examines North Korea's defense and directed energy weapons (DEW) programs. The investigation found no evidence of directed energy weapons capability, plasma weapons development, or any military application of plasma physics in North Korea. The country's defense research infrastructure is focused on nuclear weapons, ballistic missiles, and conventional military systems, not directed energy or plasma weapons.

2.1 Academy of Defense Sciences (ADS)

Academy of Defense Sciences (ADS) (also known as the Second Academy of Natural Sciences) is North Korea's premier defense research and development organization, with 9 connections in the 39-node network. ADS is responsible for developing weapons systems, including nuclear weapons, ballistic missiles, and conventional military technology, for the Korean People's Army.

ADS's research portfolio is dominated by nuclear weapons development, ballistic missile design, and conventional weapons systems. ADS's publicly known research areas are focused on fission weapons design, missile propulsion, warhead miniaturization, and missile guidance systems.

2.2 Nuclear Weapons Program

North Korea's nuclear weapons program is the dominant feature of the 39-entity network. The program has produced multiple nuclear explosive devices, with six documented nuclear tests conducted between 2006 and 2017 at the Punggye-ri Nuclear Test Site. North Korea's nuclear weapons program is based on fission weapons design using plutonium produced at the Yongbyon Nuclear Scientific Research Center and highly enriched uranium from enrichment facilities.

The nuclear weapons program is a fission weapons program, not a plasma weapons program. While thermonuclear (fusion) weapons involve plasma physics in the secondary stage, there is no evidence that North Korea has developed thermonuclear weapons or conducted research into plasma physics for weapons applications. North Korea's claimed thermonuclear test in 2017 is widely assessed by international experts as a boosted fission device, not a true two-stage thermonuclear weapon.

2.3 Ballistic Missile Program

North Korea's ballistic missile program is the second major component of the 39-entity network, involving numerous research institutions, production facilities, testing sites, and international procurement channels. The missile program has developed a range of systems from short-range tactical missiles to intercontinental ballistic missiles (ICBMs) capable of reaching the United States.

The missile program is based on conventional rocket propulsion technology, primarily liquid and solid propellant rocket motors. There is no evidence of plasma propulsion, plasma-based weapons, or directed energy weapons integration with the missile program. The missile program's connection to this investigation is limited to its role as a delivery system for nuclear weapons, not as a plasma weapons platform.

2.4 Absence of Directed Energy Weapons Capability

The investigation found no evidence of directed energy weapons capability in North Korea. The country's defense research infrastructure does not include high-energy laser (HEL) weapons programs, high-power microwave (HPM) weapons development, electromagnetic pulse (EMP) weapons research, or plasma-based weapons initiatives. North Korea's military technology base is oriented toward nuclear weapons, ballistic missiles, conventional artillery, and infantry weapons.

This finding is based on a comprehensive search of available open-source intelligence, including:

  • Satellite imagery analysis of known North Korean military research facilities
  • Defector testimony from former North Korean scientists and military personnel
  • South Korean and US intelligence assessments of North Korean weapons programs
  • UN Security Council sanctions panel reports on North Korean WMD programs
  • International academic research on North Korean military capabilities
Assessment: North Korea has no identified directed energy weapons capability and no plasma weapons programs. The country's defense research is entirely focused on nuclear weapons, ballistic missiles, and conventional military systems. Any claim that North Korea is developing plasma orb weapons or directed energy weapons would be classified as Unsupported under the v2 confidence framework.

2.5 The 39-Node Network in Context

The 39-node, 83-edge network mapped in this investigation is the largest country network in this paper series. However, its size reflects the complexity of North Korea's nuclear and missile programs, not the breadth of its plasma physics or DEW research. The network includes:

  • Research universities (KISU, KCUT) training nuclear scientists and missile engineers
  • Defense research organizations (ADS) developing weapons systems
  • Nuclear facilities (Yongbyon, Punggye-ri) for weapons material production and testing
  • Missile testing sites (Sohae, Tonghae, and others) for launch testing
  • Production facilities for weapons and missile components
  • International procurement networks for technology acquisition
  • Foreign technology sources (Russia, China) for missile and nuclear technology transfer

None of these entities have been identified as conducting plasma weapons research, directed energy weapons development, or plasma physics research with military applications. The network represents a nuclear and missile program infrastructure, not a plasma weapons ecosystem.
