2. Defense and DEW Programs

This chapter examines Sweden's defense and directed energy weapons (DEW) programs in the context of the country's broader plasma physics and fusion research ecosystem. The investigation sought to identify any military applications of plasma physics, directed energy weapons development, or defense industrial capabilities that could connect Sweden's fusion research to weapons programs. The findings are definitive: no such programs exist.

2.1 FOI: Swedish Defence Research Agency

FOI (Totalforsvarets forskningsinstitut, Swedish Defence Research Agency) is Sweden's primary defense research organization, conducting R&D for the Swedish Armed Forces and the Swedish Ministry of Defense. FOI is one of Europe's leading defense research institutes, with approximately 1,000 employees and a broad research portfolio spanning sensors, weapons, protection, cyber, CBRN defense, and security policy analysis.

FOI's defense research portfolio encompasses several relevant areas:

  • Weapons and effects: FOI conducts research on conventional weapons effects, terminal ballistics, and warhead design. This includes studies of armor penetration, blast effects, and fragmentation — all conventional military technologies.
  • Protection and survivability: FOI researches vehicle armor, personnel protection, and survivability against conventional threats including ballistic projectiles, blast, and CBRN agents.
  • Cyber and information security: FOI conducts research on cyber defense, information operations, and electronic warfare — conventional electronic combat capabilities, not plasma weapons.
  • Underwater warfare: FOI maintains research programs in underwater sensors, mine countermeasures, and submarine detection — relevant to Sweden's Baltic Sea security environment but unrelated to plasma physics.
  • Security policy: FOI conducts strategic analysis of international security developments, including assessments of WMD proliferation risks and emerging military technologies.

Despite FOI's extensive defense research portfolio, the investigation found no evidence of plasma weapons development, plasma orb weapons research, or directed energy weapons programs based on plasma physics within the organization. FOI's directed energy-related activities are limited to conventional electronic warfare, laser countermeasures, and sensor protection — technologies that do not involve plasma physics or fusion-derived capabilities.

Confidence: Established. FOI's defense research portfolio is documented in publicly available FOI research program descriptions, Swedish Ministry of Defense budget documents, FOI annual reports, and NATO research publications. The absence of plasma weapons or fusion-derived DEW programs in FOI's portfolio is supported by the lack of any such references across all publicly available organizational documentation.

2.2 Absence of Directed Energy Weapons Programs

The investigation found no evidence of dedicated directed energy weapons programs in Sweden. The country's defense research and development infrastructure, centered on FOI, does not include high-energy laser (HEL) weapons development, high-power microwave (HPM) weapons research, electromagnetic pulse (EMP) weapons programs, or any plasma-based weapons initiatives. Sweden's defense technology base is oriented toward conventional military capabilities suited to its Baltic Sea security environment.

This finding is based on a comprehensive search of publicly available defense procurement records, Swedish Ministry of Defense budget documents, FOI research program descriptions, NATO defense technology publications, and international arms transfer documentation. No Swedish defense contractor, military research institute, or government agency has been identified as conducting plasma weapons research or directed energy weapons development derived from plasma physics.

Key Finding: Sweden has no directed energy weapons programs derived from plasma physics or fusion research. While FOI maintains significant defense research capabilities in sensors, weapons effects, and electronic warfare, none of these activities involve plasma weapons, plasma orb weapons, or directed energy weapons based on plasma physics. This finding is classified as Established under the v2 confidence framework — the absence of evidence across multiple independent source categories provides strong support for this conclusion.

2.3 No Plasma Weapons Connection

A central question of this investigation is whether Sweden's academic plasma physics research at KTH's Alven Laboratory has any connection to weapons development. The evidence is clear: it does not. The Alven Laboratory's research is conducted within the EUROfusion framework, is funded through civilian research grants (VR, EUROfusion), and produces no weapons-relevant outputs.

The separation between KTH's fusion research and FOI's defense research is institutional and organizational. KTH is a civilian technical university under the Ministry of Education. FOI is a defense research agency under the Ministry of Defense. While both are Swedish public research organizations, they operate under different ministerial authorities, serve different constituencies, and have no organizational mechanism for transferring plasma physics research to weapons applications.

The Alven Laboratory's research focus on MHD theory, plasma turbulence, and space plasma physics is fundamentally oriented toward scientific understanding and fusion energy applications. While some plasma physics knowledge is theoretically dual-use, the specific research conducted at the Alven Laboratory — theoretical analysis of magnetohydrodynamic instabilities, computational modeling of plasma transport, and space plasma observations — has no direct application to plasma weapons concepts tracked in the main investigation.

Assessment: The investigation finds no connection between Sweden's civilian academic plasma physics research and any weapons program. The research at KTH's Alven Laboratory and Chalmers is conducted within the EUROfusion framework, has no military sponsorship, and produces no weapons-relevant outputs. FOI's defense research activities are conventional and unrelated to plasma physics. Any claim that Sweden's fusion research has plasma weapons applications would be classified as Unsupported under the v2 confidence framework.

2.4 Defense Industrial Base Assessment

Sweden's defense industrial base is significant for a country of its size, oriented toward aerospace, naval, and ground systems. The key elements include:

  • Saab Group: Aerospace (Gripen fighter), naval systems, ground combat vehicles, defense electronics — no plasma weapons or DEW component
  • FOI: Defense R&D — conventional sensors, weapons effects, cyber, underwater warfare, no plasma weapons
  • Bofors / BAE Systems Bofors: Artillery, munitions, missile systems — conventional, no plasma weapons
  • Kockums / Saab Kockums: Submarine and naval shipbuilding — conventional, no plasma weapons

None of these defense contractors or research organizations have been identified as conducting plasma weapons research, directed energy weapons development based on plasma physics, or any activity that connects to KTH's or Chalmers' fusion research infrastructure. Sweden's defense technology base is conventional and capable, with no evidence of plasma weapons development.
