3. International Cooperation and Strategic Position
This chapter examines Sweden's international cooperation frameworks and strategic position in the global plasma physics and fusion research landscape. The analysis draws upon the network graph of 7 entities and 6 relationships, focusing on Sweden's role within the EUROfusion consortium, its bilateral research collaborations, and its position in European defense research cooperation.
3.1 EUROfusion Sweden: The European Fusion Framework
EUROfusion Sweden represents Sweden's participation in the EUROfusion program. KTH serves as the primary national coordinator for Swedish EUROfusion activities, with Chalmers contributing to specific work packages. Sweden's EUROfusion participation is characterized by expertise contributions rather than facility operations.

3.5 Sweden's Position in the Global Fusion Landscape
Sweden occupies a modest but scientifically productive position in the global fusion research landscape. The country's lack of a major domestic fusion facility limits its experimental capabilities, but its theoretical and computational expertise — rooted in the Alven tradition of plasma physics — gives Sweden meaningful influence in specific research areas. Sweden's contribution to the international fusion effort is primarily through expertise rather than infrastructure.
Sweden's fusion research budget is modest compared to those of the largest European programs (Germany, France, Italy, Netherlands). The country's strategy of contributing specialized expertise to international programs rather than building domestic facilities reflects both budget constraints and a scientific culture that values theoretical and computational approaches.
3.6 No Connection to Plasma Weapons Networks
A critical finding of this investigation is the complete absence of any connection between Sweden and the global plasma weapons technology networks tracked in the main US research paper. The main investigation identifies technology transfer pathways between the US (MARAUDER/FRCHX/CFR lineage), Russia (Avramenko/Avangard/Stupitskiy lineage), and China (CAE/HFRC/Military-Civil Fusion lineage). Sweden appears nowhere in these networks.
There is no evidence of:
- Swedish personnel participating in classified plasma weapons research programs in the US, Russia, or China
