When you go to the OSTI E-Link website at http://www.osti.gov/elink-2413 you will see the following webpage, where you will need to complete each required field in order to submit (upload) your Final Technical Report.

Clicking on any of the RED text on the webpage will take you to an instruction sheet with more details on how to complete each field.
