The following table outlines the changes agreed by the 2024 Plenary to the 2023 List of Dual-Use Goods & Technologies and Munitions List (WA-LIST (23) 1). The table should be used for information only.

• Categories 5P1, 9 & Definitions: amendment of entries related to “spacecraft”
• Categories 1, 9, Sensitive List & Very Sensitive List: harmonisation of the understanding of the term gas turbine engines

• 1.A.8.: relocation of Technical Note (TN) in 1.A.8. to 1.A.8.a. - editorial
• 1.C.2.: update of entries related to metal alloys and metal alloy powers, namely 1.C.2.c.2.g.-i. and the addition of TN 10

• 3.A.2.a.7.: update of control parameters for real-time oscilloscopes and introduction of TNs
• 3.C.5.: addition of N.B. referring to materials consisting of a “substrate”
• 3.E.3.b.: removal of language to avoid redundancy with corresponding acronyms - editorial

• ML10.: insertion of “sub-orbital craft” and related equipment into chapeau, ML10.g., including new entry ML10.j., amendments to Notes 3 and 4, and the addition of ML to “sub-orbital craft” in the List of Definitions, mirroring the recent introduction of sub-orbital spacecraft in the Dual-Use List
• ML18.: deletion of Note
• ML19.: clarification of controls on Directed Energy Weapon systems with changes to ML19.a.-c. and addition of a TN
