7. The Global Landscape
Beyond the three principal nations (US, Russia, China), plasma physics and directed energy weapons research is conducted worldwide. This chapter surveys the global landscape, distinguishing between academic FRC research, laser/RF directed energy weapons, and any programs with plasma weapons potential. The key finding is that no country outside the US, Russia, and China has a confirmed plasma orb weapons program, but several nations have relevant dual-use capabilities.
7.1 Japan
Japan has the leading academic FRC research program outside the US and China. The FAT-CM (Field-Reversed Configuration - Collisional Merging) experiment at Nihon University is a direct counterpart to the US C-2W (TAE Technologies) and Chinese HFRC (HUST) programs.
FAT-CM parameters:
- Vessel: 0.8 m diameter
- Collision velocity: ~300–500 km/s
- Density: ~1×1021 m-3
- Architecture: Two-FRC collisional merging (same as all global FRC research)
Japan's defense research agency ATLA (Acquisition, Technology & Logistics Agency) is developing PLASMAGIC (PLASMA Generator using explosIve Compression) — an explosive-driven MHD generator designed as a power source for EMP munitions. PLASMAGIC is not a plasma orb weapon; it is a pulsed power system. Key parameters:
- Plasma velocities: Coaxial ~15 km/s, Voitenko 40+ km/s
- Budget: ¥200 million (~$1.3M) in FY2026
- EMP research budget: ¥95 billion (~$650M) for FY2024–FY2028
Japan's broader DEW programs include a 100 kW-class HEL (High Energy Laser) system, HPM weapons, and a railgun (2,297 m/s, ~Mach 7, sea-tested October 2023 on JS Asuka). Japan-US HPM cooperation was formalized on July 15, 2024, and trilateral railgun cooperation with France and Germany was established in 2024.
7.2 Israel
Israel's directed energy capability is laser-based, not plasma-based. Rafael's Iron Beam is a 100 kW-class HELWS (High Energy Laser Weapon System) with a range of hundreds of meters to several kilometers, co-developed with Elbit Systems as the laser source. Iron Beam was delivered to the IDF in 2025.
Israel's compact fusion efforts are led by nT-Tao, a stellarator startup (32 employees, $26M revenue, $27M funding, target 10–20 MWe compact fusion). The stellarator concept is fundamentally different from the FRC and has no identified weapons application.
The Technion Aerospace Plasma Laboratory and P4 Plasma Physics Lab conduct HPM generation and underwater wire explosion research (Mbar pressures). Soreq Nuclear Research Center conducts laser-plasma research. No evidence of Israeli compact toroid or plasma orb weapons development has been found.
7.3 South Korea and Taiwan
South Korea deployed the world's first (claimed) operational laser weapon system in July 2024 — a low-power C-UAS (counter-unmanned aerial system) laser costing ~2,000 won (~$1.45) per shot, with 87.1 billion won (~$63M) total investment. South Korea's Agency for Defense Development (ADD) also holds a patent for an ETC (Electrothermal-Chemical) igniter (KR-102798444-B1) — the only plasma-related weapons patent found outside the US/Russia/China. The ETC igniter uses electric discharge to ignite propellant charges; it is not a plasma orb weapon.
Taiwan's NCKU operates the FIRST tokamak (R=45 cm, a=32 cm) — the first tokamak in Taiwan. NCSIST develops laser systems. Neither represents a plasma weapons program.
7.4 European Nations
European nations have laser DEW programs but no identified plasma weapons research:
- UK: DragonFire (MBDA, £316M contract, 50–100 kW, Royal Navy deployment target 2027)
- France: HELMA-P (CILAS/MBDA, 2 kW laser, 2-axis turret); CIEMAT TJ-II stellarator (fusion research)
- Germany: Rheinmetall-MBDA naval laser (~20 kW demonstrator, 100+ live-firing tests, delivered to WTD 91 October 2025)
- Italy: ENEA FTU and RFX-mod2 (fusion research); PESCO DES coordinated by Italy with Spain (approved May 27, 2025)
- Spain: CIEMAT TJ-II stellarator
- Sweden: KTH and FOI (defense research agency)
- Switzerland: EPFL TCV tokamak (fusion research)
- Netherlands: DIFFER Magnum-PSI (fusion materials research); TNO defense research
The EU PESCO DES (Directed Energy Systems) program, coordinated by Italy with Spain, was approved on May 27, 2025, representing European coordination on HEL development.
7.5 Other Nations
- Australia: DSTG, AIM Defence (Fractl hard kill at 500m), QinetiQ Australia ($12.9M DSTG contract). AUKUS DEW cooperation established February 2026.
- Canada: DRDC defense research; General Fusion (LM26, targeting >100M°C by 2025) — a commercial MTF company, not a weapons program.
- Brazil: INPE ETE tokamak (fusion research).
- Ukraine: IPP NSC KIPT (Uragan stellarators); RDI "Molniya" (3MV operating voltage, 5MV pulse generator — pulsed power capabilities directly relevant to HPM/EMP).
- South Africa: CSIR defense research.
- Argentina: CNEA (fusion research).
- Kazakhstan: KTM tokamak (fusion research).
- Pakistan: PAEC (fusion research). No plasma weapons evidence.
- Singapore: DSO defense research.
- India: LASTEC, DRDO, CHESS, TBRL — laser DEW programs (100 kW demo at Hindon in 2001, 30 kW Mk-II(A) tested). No plasma weapons evidence.
- Iran: Laser dazzling capability. No plasma weapons evidence.
- North Korea: No identified plasma or directed energy weapons capability.
7.6 The Global FRC Research Community
The global FRC research community uses a consistent two-body collisional-merging architecture:
- US: TAE Technologies C-2W (~13 kJ, ~16 mWb flux, ~40 ms sustainment, ~1 keV electron temperature)
- Japan: Nihon University FAT-CM (~300–500 km/s collision velocity)
- China: HUST HFRC (0.8 m radius, 4.2 m length, 0.5 T in 50 μs)
- China: USTC KTX (FPGA-based 25 kHz feedback, under 50 μs delay)
All of these programs are civilian/academic fusion energy research. None has demonstrated three-body non-merging FRC formation (see Chapter 8).
7.7 Assessment
- No country outside US/Russia/China has a confirmed plasma orb weapons program (Established).
- Japan: Leading academic FRC (FAT-CM) + PLASMAGIC explosive MHD (not plasma orb). Laser/railgun/HPM DEW programs.
- Israel: Laser DEW (Iron Beam) only. No plasma weapons evidence.
- South Korea: First claimed operational laser deployment. ETC igniter patent (not plasma orb).
- Europe: Laser DEW programs (DragonFire, HELMA-P, Rheinmetall-MBDA). PESCO DES coordination. No plasma weapons.
- Other nations: Fusion research (tokamaks, stellarators) and laser DEW. No plasma weapons.
- Worldwide DEW investment is lasers and RF, not plasma (Established).
